Cost Control Manager for Construction

Key Responsibilities:

Cost Planning & Budgeting

  • Prepare, monitor, and update project budgets in coordination with project managers and estimators.
  • Develop cost control procedures, standards, and templates aligned with company policy.
  • Ensure budget allocations are in line with contractual requirements and project schedules.

Cost Monitoring & Reporting

  • Track project expenditures against approved budgets and commitments.
  • Monitor and analyze cost variances, identifying risks, deviations, and opportunities for savings.
  • Prepare monthly cost reports, forecasts, and cash flow projections for management and stakeholders.
  • Maintain accurate records of committed and incurred costs for auditing and financial review.

Change & Risk Management

  • Review and assess cost impact of variations, change orders, and design modifications.
  • Support claim preparation and negotiation with clients, subcontractors, and suppliers.
  • Identify cost risks and implement mitigation strategies to control budget exposure.

Coordination & Communication

  • Work closely with project managers, engineers, procurement, and finance teams to ensure cost transparency.
  • Liaise with subcontractors and suppliers for cost-related matters.
  • Present cost performance insights to senior management and recommend corrective measures where necessary.

Systems & Compliance

  • Manage cost control systems/software to ensure consistency and accuracy.
  • Ensure compliance with company financial policies, accounting standards, and reporting requirements.
  • Contribute to continuous improvement initiatives in project control and cost management practices.

Qualifications:

  • Bachelor's degree in Engineering, Accounting or Finance or a related field. A Master's degree or professional certification is preferred. MBA graduates are a plus.
  • At least 15 years of overall experience, with 10 of them in leadership positions in cost control, budgeting, and financial management within the construction industry.
  • Strong analytical and problem-solving skills, with a focus on cost optimization and risk management.
  • Proficient in cost management software (preferably Oracle Primavera Cloud), financial modeling, and project management tools.
  • Excellent leadership and communication skills, with the ability to work effectively with cross-functional teams.
  • In-depth knowledge of construction project management, including contract administration, procurement, and resource allocation.
  • Strong attention to detail and a commitment to accuracy and quality in financial reporting.
  • Ability to work under pressure and meet tight deadlines in a fast-paced construction environment.
