Procurement Leader for IT Infrastructure

This role is designed to support the organization in strategic procurement for infrastructure across various groups. The position involves close collaboration with stakeholders to develop a sourcing strategy and execute Requests for Information (RFI) or Requests for Quotation (RFQ) for network, cloud computing, datacentre, middleware, and cybersecurity solutions.

The ideal candidate will have the ability to analyze spend data, work closely with stakeholders, and develop strategic sourcing initiatives. Experience in functional and design-to-cost procurement, as well as knowledge of the vendor ecosystem in APAC, is advantageous.

The challenge includes:

  1. Supporting the Head of Procurement to deliver a savings plan from medium to high value and complex procurements
  2. Delivery of strategic procurement and support for delivery of procurement change projects
  3. Finding opportunities to lower the cost base
  4. Strategic sourcing: Ability to develop a sourcing strategy and engage senior stakeholders in Group IT and Markets to get buy-in
  5. Developing a tiered sourcing strategy at 3 levels: DFI China, DFI Large markets like Hong Kong and Singapore, and DFI Southeast Asia Markets
  6. Factoring a Total Cost of Ownership approach and anticipating the implications related to support and maintenance optimization for each
  7. Engaging and working with multiple stakeholders across APAC to ascertain business needs and identify risks and issues
  8. Developing Quarterly category plans and identifying risks, issues, and opportunities to generate improvements in business operations including analyzing spend data and budgets, contractual commitments
  9. Conducting market research on Infrastructure procurement sub-categories
  10. Developing and reviewing business cases
  11. Gathering and analyzing internal spending and supplier performance data
  12. Direct engagement with stakeholders will require occasional travel to Hong Kong, and other markets in the region
  13. Leading & directly managing the delivery of strategic procurement projects including:
  14. Agreeing appropriate procurement strategies including negotiation strategies e.g. face-to-face / e-Auctions
  15. Agreeing appropriate contract terms and commercial schedules for the procurement project
  16. Drafting and/or quality-assuring tendering documentation
  17. Launching procurements via the e-Sourcing tool
  18. Agreeing evaluation approaches and educating stakeholders on evaluation methodology
  19. Conducting contract negotiations and supporting the drafting
  20. Contract award including managing the Docusign process and storing contracts on our Contract Database
  21. Agreeing appropriate contract management approaches for procurement projects and assessing supplier performance, promoting continuous improvement and innovation
  22. Completing the appropriate governance processes e.g. Non-Trade Procurement panel or ITEC for projects over $100k USD
  23. Ensuring integrity and ethics are sustained throughout the procurement process
  24. Ensuring compliance with procurement KPI's
  25. Supporting the completion of Non-Trade Procurement reporting including:
  26. Saving tracker and saving approvals
  27. Ensuring compliance with legal, regulatory, and security requirements e.g. Cyber Security
  28. The position may require management of a small team and resources in local markets, promoting DFI Retail values, promoting knowledge sharing and providing team members with important business information, coaching, and guiding them on their career journey to help them succeed in their role
