Job Overview

Hitachi Rail is seeking a dedicated HSE Advisor to contribute to the success of a high-profile rail infrastructure project. This role will be part of a global team and based in Makati City.

This position requires a strong focus on continuous improvement in HSE performance reporting and implementation, ensuring business and local processes are in place to meet compliance obligations, producing data that influences business decision-making, and supporting global requirements.

Key Responsibilities
  • As the primary point of contact for HSE IT data and system administration, this role will maintain permission groups, coordinate audit scheduling, and HSE monitoring mechanisms.
  • Ensure timely data collection and statistical reporting of local HSE and Sustainability metrics.
  • Undertake performance trend analysis, tracking, and follow-up against KPIs and systems.
  • Support dashboard creation and management in the HSE reporting tool.
  • Identify opportunities to improve efficiency and quality of existing processes.
  • Track action and incident closure, assist HSE teams with verification of evidence for closure.
  • Provide data to internal and external customers for leading and lagging indicators, consolidating from various sources.
  • Compile weekly, monthly, and quarterly reports of various HSE performance data as required.
  • Support regional HSE teams and act as the key regional point of contact for day-to-day queries and HSE performance statistics.
  • Assist in the maintenance of HSE registers and site reporting for the teams.
  • Advise, coach, and train personnel on aspects of HSE reporting, including HSE tools.
Required Skills / Knowledge
  • Strong computer literacy and attention to detail.
  • A solid understanding of health and safety management systems, basic HSE terminology, data, and measurement indicators, and regulatory requirements.
  • Ability to set up HSE documentation and lead HSE leadership, employees, and contractors documentation systems.
  • Experience in data retrieval, collection, compilation, and reporting using HSE management and reporting systems.
  • Ability to influence and drive safe behaviors and performance through building effective relationships and engagement.
  • Good written and verbal communication skills.
  • Computer literate.
Required Experience
  • 5+ years' experience as a HSE Advisor/Analyst in a high-risk industry.
  • Experience in the rail industry is highly regarded.
  • Experience in a client or corporate role is highly regarded.
  • A sound knowledge of the relevant legislation, particularly HSE or DOLE requirements.
  • Experience in reporting with good attention to detail.
Qualifications
  • A diploma (or equivalent) in a relevant HSE discipline.
  • Tertiary qualification in business management, IT, or similar.
  • Advanced Microsoft suite skills.
  • Strong technical understanding of Power BI and other analytical programs.
