Panagora provides technical andadvisory services related to monitoring, evaluation, research, and learning toUSAID/Philippines. Under the USAID/Philippines, Pacific Islands, and MongoliaMonitoring, Evaluation, and Learning Activity (PIMMELA), we are supporting theUSAID Office of Health (OH) in conducting an evaluation of the Primary CareProvider Network (PCPN) Sandbox implementation.

Within the integrated local healthsystem reform framework of the Republic Act No. 11223 or the Universal HealthCare (UHC) Act and its Implementing Rules and Regulations (IRR), the PhilHealthis currently implementing a sandbox setting of a network contractingarrangement of primary care providers of its 'Konsultasyong Sulit at Tama' or'Konsulta' Package. The 'Konsulta' is a primary care benefit package whichcovers a set of individual-based health services that includes initial andfollow-up primary care consultations, health screening and assessment, andaccess to selected diagnostics services and medicines for various conditions,including communicable and non-communicable diseases and sexual andreproductive health.

PhilHealth considers the primary careprovider network (PCPN), a group of Konsulta Package Providers (public,private, or mixed) with established interoperable system for efficientprovision of services under Konsulta benefit package, as its first step and thecore to the formation of comprehensive health care provider networks (HCPNs),covering all three levels of care.

The PCPN Sandbox is the firstsmall-scale live testing of innovations in a controlled environment underPhilHealth's supervision of Universal Health Care (UHC) reforms. It has beenimplemented by the local governments of the City of Baguio and three provinces:Bataan, Quezon, and South Cotabato from July 2023 and will end by June 2024.

The PCPN Sandbox aims to enablePhilHealth to contract pre-identified LGUs and private health care providers totest PCPN innovations and model(s) to promote effective and efficient deliveryof Konsulta benefits. It has the following objectives:

(1) Test network contracting models inimplementing and improving utilization and delivery of Konsulta services todetermine operational and financial sustainability in selected sites

(2) Promote formation of Primary CareProvider Networks, specifically: (a) increase registration of PhilHealthmembers to Konsulta providers; (b) improve utilization of Konsulta services;and (c) prepare for referral and service delivery arrangements for a morecomprehensive set of services within a network setting

(3) Establish standards forcontracting of provider networks

(4) Establish and manage a SpecialHealth Fund (SHF) for local government units (LGUs) or pooled fund for privatehealth sectors, as applicable, to sustain and improve health systems operations

(5) Assess the readiness of the LGUs,private health care facilities and PhilHealth in the adoption of networkcontracting mechanisms

(6) Provide guidance to the Commissionon Audit (COA), Bureau of Local Government Finance (BLGF), Bureau of InternalRevenue (BIR) and other concerned agencies on the issuance of respectiveguidelines on the implementation of health care provider network contracting

This evaluation will assess thecontribution of the implementation of the PCPN Konsulta Sandbox as a reforminitiative to operationalize local health system integration under the UHC andto enhance delivery of primary health care services in the four (4) sandboxsites.

Position Summary

Panagora Group seeks a short-term technical consultant toserve as technical writer/editor for the Evaluation of the Primary CareProvider Network (PCPN) Sandbox Implementation. S/He will support the evaluationteam lead leader in drafting, editing, and reviewing deliverables, includingreports and presentation materials. The evaluation is expected to be carriedout between August-December 2024. The position will report to the EvaluationTeam Leader and will work closely with the performance evaluation team andPIMMELA's Senior Health M&E Specialist.

Responsibilities:

  • Participate in evaluation teamplanning meetings with PIMMELA
  • Provide technical/editorial input to report/presentationoutlines and review and edit the following deliverables:
  • Desk review findings report andpresentation
  • Preliminary findings presentation
  • Develop the abstract and executivesummary of the evaluation report
  • Support the team in integratingfeedback from USAID and finalizing the evaluation report
  • Ensure the Final Report is compliantwith Section 508 of the U.S. Rehabilitation Act
Requirements
  • Master's degree in a relevantdiscipline preferably with a health focus (e.g., economics, biostatistics,epidemiology)
  • Previousexperience in development work and with donors, specifically USAID
  • Knowledgeof USAID guidance on preparing evaluations reports and adhering to evaluationreport criteria and checklist
  • Proficientin MS Office applications
  • Strongorganizational skills and attention to detail
  • Proficientin English
  • Familiaritywith USAID health systems and FP/ARH programs/projects/activities is desirable
  • Familiaritywith health programs and services in the Philippines
  • Localconsultant, based in the Philippines
