Project Development Officer – Civil Engineer

The Project Development Officer – Civil Engineer supports the Technical Team Lead and Project Managers in the development of wind farm projects for Triconti ECC Renewables Corporation. The role includes involvement in Civil Works, Logistics, and Health, Safety, and Environment activities as required by the project assignment.

Key Duties and Responsibilities:

1. 1. Project Development
   • Play an active role in any development stage of a given project by providing valuable and relevant support to the Technical Team Lead or Project Manager under the assigned technical role.
   • Prepare or review technical documents, presentations, reports, material studies, or other project-related documents based on the assigned technical role.
   • Operate, monitor, or maintain tools or data issued to the role in the performance of duties.
   • Manage assigned key project deliverables in coordination with local and international project teams.
   • Ensure the successful delivery of assigned technical service for the project in accordance with workstream standards and protocols.
   • Create and conduct technical presentations, project reports, and other communications for technical or non-technical audiences.
   • Conduct site visits, evaluations, field studies, legwork, and/or local stakeholder management and coordination relevant to project development and completion.
   • Conduct research on available data, innovative technologies, trends, best practices, or applicable legislation for projects.
2. 2. Civil Engineering and Logistics
   • Responsible for the overall design of road networks and all other facilities and logistical requirements for projects.
   • Design engineering elements and components integral to wind farm development based on current standards and specifications.
   • Analyze configurations and perform calculations related to structural strength and material selection.
   • Calculate earthwork volumes for site development (e.g., cut and fill).
   • Prepare, review, and/or sign project drawings (e.g., Building Permit).
   • Prepare or review the project's terms of reference in collaboration with the Technical and Project Management Team.
   • Review contractor designs, drawings, structural specifications, and calculations; monitor and inspect work to ensure structural soundness.
   • Collaborate with the Project Support Officer, Technical Team, and Project Managers in preparing RFPs.
   • Collect, provide technical evaluation, and recommendations for quotations and proposals from contractors.
   • Prepare estimates for project materials and costs (e.g., bill of quantities).
   • Consult and negotiate with logistics providers and consultants (e.g., logistics planning, importation, exportation).
   • Manage, liaise, and negotiate with contractors and consultants for project construction.
   • Supervise project construction when needed.
3. 3. Health and Safety
   • Manage the implementation of Health and Safety Plans and Standards for assigned projects in collaboration with the Internal HSE Team.
   • Serve as Safety Officer for an assigned project in compliance with safety policies under Renewable Energy Safety, Health, and Environment Rules and Regulations.
   • Represent the Company for safety accreditation or certification with relevant government agencies as needed.
4. 4. General Ad Hoc Activities
   • Perform related ad hoc activities that may be assigned by Management, Project Managers, or Technical Team Lead from time to time.

Skills Requirement and Qualifications:

• A bachelor's degree in Civil Engineering, preferably with Civil Engineer license.
• Proficiency with key software (AutoCAD, Civil 3D, Google Earth, GIS, STAAD or ETABS).
• At least a Certified Safety Officer 2 under DOLE-OSHC or a DOLE-accredited Training Center; higher certification is preferred but not required.
