HSE Advisor – Hitachi Rail

The HSE Advisor role is based in Makati City and involves supporting the NSCR CP04 project as part of a global Hitachi Rail team. The position focuses on HSE advisory and data/reporting responsibilities to drive HSE performance and ensure compliance with Hitachi Rail's reporting requirements.

Responsibilities
  • Lead continuous improvement in HSE performance reporting and ensure the effectiveness of IT tools on the project.
  • Act as HSE Advisor for office operations in Makati.
  • Serve as the main point of contact for HSE IT data and system administration for the HSE reporting system (permissions, audit scheduling, monitoring mechanisms).
  • Ensure integrity and timely collection and reporting of local HSE and Sustainability metrics.
  • Conduct performance trend analysis, track KPIs, and support dashboard creation and management in the HSE reporting tool.
  • Identify opportunities to improve efficiency and quality of processes.
  • Track actions and incident closures; assist HSE teams with evidence verification for closure.
  • Provide data to internal and external customers for leading and lagging indicators; consolidate from multiple sources.
  • Compile weekly, monthly and quarterly HSE performance reports as required.
  • Support regional HSE team; act as regional point of contact for day-to-day queries and performance statistics.
  • Assist in maintaining HSE registers and site reporting for teams.
  • Advise, coach and train personnel on HSE reporting and tools; promote Hitachi's ethos, culture and values.
Required Skills/Knowledge
  • Strong computer literacy, attention to detail, and a drive for continuous improvement.
  • Understanding of health and safety management systems, HSE terminology, data indicators and regulatory requirements desirable.
  • Ability to set up HSE documentation and lead HSE documentation systems for leadership, employees, and contractors.
  • Experience in data retrieval, collection, compilation and reporting using HSE management systems desirable.
  • Ability to influence and drive safe behaviours through relationships and engagement.
  • Good written and verbal communication skills.
  • Proficient computer skills.
Required Experience
  • 5+ years' experience as a HSE Advisor/Analyst in a high-risk industry.
  • Experience in rail industry and in client or corporate roles highly regarded.
  • Knowledge of relevant HSE legislation (especially DOLE requirements) essential.
  • Experience in reporting with strong attention to detail.
Qualifications
  • Diploma (or equivalent) in a relevant HSE discipline.
  • Tertiary qualification in business management, IT or similar.
  • Advanced Microsoft Office skills.
  • Strong technical understanding of Power BI and other analytical programs.
