Organizational Setting and Reporting Relationship

The position of Senior Energy Specialist is assigned to the Energy Sector Office (SG-ENE) within the Sectors Department 1 (SD1). SD1 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region and with ADB's clients. SD1, which is comprised of the Energy and Transport Sector Offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensures ADB's technical leadership externally and internally.

SG-ENE leads ADB's energy sector operations. The office manages policy development, oversight of strategy implementation, knowledge management, budget management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the energy sector in the five regions: Central and West Asia, East Asia, South Asia, Southeast Asia, and the Pacific. SG-ENE is also responsible for implementing ADB corporate initiatives in the emerging areas, energy transition, and Energy Transition Mechanism programs, in select countries.

You will be based at our Headquarters in Manila, Philippines.

You will report to the designated Director, SG-ENE and may oversee junior staff members.

Your Role

As a Senior Energy Specialist, you will lead and manage all stages of the project cycle, from identification to completion. You will play a pivotal role in formulating energy sector policies, engaging with Developing Member Country (DMC) governments, and supporting sector reforms. Your expertise will drive the development and implementation of investment and technical assistance projects, contributing to ADB's goal of reducing poverty and promoting sustainable energy solutions.

You will:

- Lead the entire project cycle from identification, design, structuring, due diligence, negotiation, approval, implementation, and completion. Ensure projects align with country development policies. Manage a diverse team of experts, ensuring learning and growth opportunities for team members.
- Develop and implement energy sector policies and strategies for sustainable and low-carbon development in DMCs. Conduct policy dialogue to support energy sector reforms and private sector participation.
- Analyze technical issues, economic data and financial statements related to energy sector public and private utilities. Identify key issues impeding the development of sound financial and technical operations of utilities and propose reform actions including private sector solutions.
- Provide guidance on project design, counterpart engagement, procurement planning, financial management, and implementation. Serve as an advisor on energy sector issues and support other teams with your expertise.
- Assist the team on budget management, human resources planning, and strategy development. Ensure compliance with internal rules and procedures.
- Develop and maintain strategic partnerships with internal and external partners for knowledge sharing and project opportunities. Respond to external inquiries as needed.
- Lead, supervise, and support reporting staff, ensuring their ongoing learning and development. Mentor junior staff and integrate them effectively into the team.
- Ensure the quality and compliance of lending and non-lending products and operations with energy policies and strategies.
- Perform other duties as assigned and reflected in staff's workplan.  Qualifications

You will need:

- Master's degree or equivalent in engineering, economics, finance or business administration, or related fields; or University degree and at least 5 years specialized experience relevant to the position can be considered.
- At least 10 years of relevant professional experience in energy.
- Credible expert in field of expertise with recognized ability to lead projects and share relevant knowledge to benefit the broad ADB community.
- Significant expertise within a specific area of ADB's operations (economic, sector, or thematic), or breadth across multiple areas with in-depth knowledge within one area.
- Ability to perform effectively as a mission leader or team lead, exercising supervision, coordination, and planning responsibilities over multi-disciplinary team/unit.
- Excellent written and verbal communication skills in English.
- International experience working in several countries.
