Safety Officer – Safety Management System (SMS) Employer: Bases Conversion and Development Authority (BCDA) Employment Details Contract of Service. To be assigned in BCDA through manpower service provider DBPSC Under Property and Procurement Management Department – General Services Division Job Level 10 – P81,726.20 per month Qualification Standards Education: Graduate of Engineering or any 4‑year related course Experience: At least two (2) years experience in OSH function; at least one (1) year of supervisory experience Training: Completed Mandatory 40‑hour Basic OSH training and the additional 48 hours of Advanced/Specialized OSH training In‑depth knowledge of OSH legislation and procedures Experience in writing reports and policies for health and safety programs Outstanding organizational skills Excellent communication skills with the ability to present and explain health and safety topics Duties and Tasks Serve as the Secretary to the OSH Committee: notify members of meetings, prepare minutes, and submit reports to the head of the agency, including recommendations. Develop BCDA OSH policies and standards in accordance with CSC‑DOH‑DOLE JMC No. 1 series, 2020. Plan and develop health‑related training/seminars for promotion and accident prevention programs in the workplace. Initiate and implement improvements of working conditions to maintain a safe and healthy working environment. Ensure agency health‑promotion and accident‑prevention efforts comply with government safety programs to foster healthy work habits and safety practices. Conduct periodic safety meetings and/or investigations on occupational accidents, injuries, illnesses, and/or deaths. Submit activity reports to Management as necessary. Review reports of inspection, accident investigations, and implementation of programs. Provide support to government inspection authorities in properly conducting the said activities. Initiate safety training on OSH for the agency by coordinating with appropriate training institutions. Develop and maintain contingency plans and provide training/seminars in handling disaster situations. Submit an annual work plan and budget to support the OSH programs for approval of Management.
