Assesses and declares vulnerability of the network. Recommends network designs. Informs and leads resolution of network performance, alarms and problems of the territory. Responsibilities Budget Management Internal Project Management People Management Operational Management Project Support Business Continuity Management OSP Program Management Material Management KPIs tracking Top deliverables across Budget, Projects, Operations, and BCMS Budget Management Planning of the section’s annual CAPEX and OPEX requirement. Managing CAPEX use in accordance with budget plan. Managing day-to-day operational expenses in accordance with budget plan. Preparation and presentation of monthly budget performance. Facilitating monthly budget review and assessment. Planning and managing the implementation of OPEX reduction and cost-saving programs. Internal Project Management Leading identification and planning of internal projects aligned to department and division goals. Driving and monitoring internal projects in accordance to target timelines. Presentation of high-level progress reports to Regional Head and CNO COE. People Management Planning and establishing performance evaluation metrics in accordance with department and division KRA. Planning and implementation of culture development programs in line with company mission, vision and values. Assessment of staff competency and creation of a competency development plan. Development of a succession plan at section level. Operational Management Participate and represent the section in strategic business and operational planning at division and department level. Plan predictive, preventive and corrective strategies aligned to goals. Plan and manage manning and shifting schedules. Plan program scope and monitor operational routines and preventive maintenance. Design and monitor corrective maintenance plans and SLA compliance. Lead vulnerability reviews at section level and implement vulnerability-mitigation programs. Monitor, report and act on operational performance; drive operational excellence. Lead process-improvement reviews and initiatives; maintain a clear escalation plan. Coordinate with other operations and business units. Decide on administrative and operational matters; manage issue escalation per division protocol. Project Support Establish and monitor access and activity guidelines. Establish project implementation review processes and monitor compliance. Manage staff scheduling to ensure availability during installation, commissioning and acceptance stages. Business Continuity Management Represent the section in coordinating with BCMS auditors. Lead the section’s business continuity plan per BCMS protocol. Prepare and manage BCMS readiness and accreditation plans. Plan BCMS exercises and resolve audit call-outs within timelines. OSP Program Management Plan and monitor OSP preventive maintenance program and rehabilitation/redundancy programs. Coordinate with third-parties on OSP-related concerns. Oversee material inventory and usage in the region. Material Management Monitor material inventory and usage in the region. Oversee the material management process in the region. KPIs Service availability Outage reduction MTTR Management-initiated projects Internal initiatives & projects OPEX/CAPEX Staff competency development eSAT & icSAT engagement Top 3-5 Deliverables Budget Management: planning and management of annual CAPEX and OPEX; oversight of expenses; monthly budget performance reports. Internal Project Management: identification and planning of internal projects; progress reports to Regional Head and CNO COE. Operational Management: development of predictive, preventive, and corrective strategies; scheduling; maintenance plans; SLA alignment. Business Continuity Management: designing and implementing BCMS plan; coordinating with auditors; managing drills and audit resolutions. OSP Program Management: preventive maintenance and rehabilitation programs; coordination with third parties; inventory oversight.
