Initially active in the 1960s, WFP concluded its operations in 1996 as conditions improved, but re-established its presence in 2006 to support the peace process in Mindanao, provide life-saving emergency food assistance, and implement programmes aimed at improving nutrition and the well-being of vulnerable populations. In the Philippines, WFP’s efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP) . WFP focuses on strengthening government systems at the national, local government unit and BARMM levels to further build the resilience of vulnerable individuals and communities. The CSP is aligned with national strategies and policies as well as the United Nations Sustainable Development Framework and is guided by three interrelated outcomes: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels. By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably. The Government and partners in the Philippines access WFP services that augment their interventions, upon request. These strategic objectives are framed within the context of the Philippines being on the verge of becoming an upper-middle income country, while at the same time being one of the world’s most disaster-prone countries. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition. While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur, the overall emphasis of the Country Office lies on systems strengthening (disaster risk management, social protection and food systems) at national, LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP, including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding – linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue, supporting legislative advances in areas such as school meals, anticipatory action and rice fortification. JOB DETAILS JOB TITLE: Human Resources Associate TYPE OF CONTRACT: Service Contract (SC) JOB GRADE: SC-6 UNIT/DIVISION: Human Resources DUTY STATION (City, Country): Manila, Philippines DURATION: 12 months, with possibility of extension This position is open to Filipino nationals only ORGANIZATIONAL CONTEXT The Human Resources (HR) Associate reports directly to the HR Officer and works in close coordination with the Regional HR Officer for technical and functional guidance. The role requires the HR Associate to apply initiative and subject-matter expertise to independently respond to queries, with general guidance. The position also demands sound judgment in handling unforeseen issues on a daily basis. Additionally, the HR Associate is expected to manage resources, coordinate, and provide coaching to a team of support staff. JOB PURPOSE To deliver a comprehensive range of HR support services that ensure the accurate application of WFP policies and procedures, while enabling the effective operation of a client-focused and strategically aligned HR function. KEY ACCOUNTABILITIES AND RESPONSIBILITIES Within the assigned unit and delegated authority, the HR Associate will be responsible for the following duties: Provide assistance on a wide range of complex HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients. Allocate responsibilities and support on-the-job learning and development of junior support staff, to ensure they have adequate knowledge of HR systems and procedures required to perform their duties and subsequently can contribute to the provision of effective HR services. Identify evolving needs of the organization and recommend changes in HR processes and procedures, to support improvements in HR services. Analyze and respond to various internal and external queries, to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives. Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs. Support activities in the areas of work allocated by the professional officer in compliance with relevant processes and procedures. Support and deliver on boarding for new staff joining WFP, to ensure that relevant processes are followed and the conditions of terms of service are explained and understood. Prepare a range of complex HR documentation required for the specific area of work (e.g. employment contracts, transfer/separation letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines. Use HR management systems for reviewing, entering and updating a variety of HR data including monitoring various deadlines (e.g. contract expiration, performance management, etc), ensuring compliance with the established deadlines and accuracy of HR data. Coordinate the maintenance of confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards Monitor staff deployment and handle related administrative actions including preparation of reports, to support efficient HR service enabling WFP to respond quickly to a crisis. Perform other related duties and responsibilities as required. OTHER POSITION REQUIREMENTS Serve as the primary contact for Workday-related queries and troubleshooting. Support staff and HR colleagues in navigating Workday modules including recruitment, onboarding, timekeeping, contract actions, and performance management. Coordinate with the Regional Office and Headquarters for system updates, issue resolution, and training rollouts. To oversee the HR unit in the absence of the HR Officer, ensuring continuity of operations and support to staff. Serve as part of the emergency response support team during scale-up operations, ensuring HR readiness, surge support coordination, and timely processing of HR actions for incoming staff. QUALIFICATIONS & EXPERIENCE REQUIRED Education: Secondary education with specialized certification in HR or supplemented by training in personnel or general administration work. Bachelor's degree in Human Resources, Business Administration, Psychology, or closely related field is desirable but not required. Experience: Minimum of six (6) years of progressively responsible experience in administrative support, including substantial exposure to human resources functions within a multicultural environment or a large organization with established HR systems, policies, and procedures. Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook); prior experience with SAP (Systems, Applications, and Products in Data Processing) is a strong asset. Strong attention to detail and ability to organize documentation systematically. Professional, client-oriented, attentive to detail, patient, and committed to continuous learning. Experience working with international humanitarian organizations, NGOs, or government institutions in a multicultural setting is an advantage. Knowledge and Skills: Knowledge of specialized HR administrative work practices and methods, gained through relevant technical training and experience. Good communication skills and a good understanding of HR principles and their application in order to respond to and resolve a range of HR queries. Ability to conduct basic analyses in order to generate periodic reports and make recommendations for further actions. Ability to build relationships with a variety of individuals across functions and outside WFP in order to effectively contribute to the functioning of the unit. Experience in supervising and coordinating tasks of subordinates to be able to train and supervise junior staff members within the HR function. Ability to work with minimum supervision and use initiative to perform administrative tasks within broad WFP guidelines and standards. Language: Fluency in both oral and written communication in English and local language in duty station.
