Education Requirements Bachelor of Science degree in Engineering, Computer Science or related fields. 8+ years of Project Management experience with a proven track record of delivering complex IT programs or projects (software or IT infrastructure/network solutions) using agile methods from initiation to completion. Technical Knowledge Knowledge of program and project management tools and techniques. Proven experience in strategic planning, risk management, vendor management, budget management, and people management. Experience working with technical teams and driving initiatives across multiple areas from a solution development perspective. Understanding of application programming, database, and system design, as well as testing for software solutions. Awareness of adoption and change management, and preferably knowledge of business benefit tracking for IT projects. Working knowledge of agile frameworks and tools. Proficiency in project management software (MS Project or Project Online is a plus). Proficiency in MS Teams, Office 365, and SharePoint. Proficient in MS Teams and Office 365 (including SharePoint). Responsibilities Manage the delivery of project scope, balancing timeline and budget by using the project workplan and supporting plans to track progress and milestones. Communicate with the project team, business users, other ITD teams, vendors, and stakeholders to keep the project on track. Collaborate with the PgM or PdM to bring the project back on track by reviewing schedules and budgets and determining necessary actions. Actively manage risks, assumptions, issues, and dependencies (RAID); take preventive and corrective measures, raise change requests as needed. Escalate and address risks before they become issues and resolve them promptly. Ensure the project adheres to ITD’s Project Management Framework, financial controls guidelines, and relevant ADB or procurement guidelines. Author Business Cases and draft procurement documentation (Statement of Work, Request for Procurement, etc.) and manage procurement from RP to PO. Oversee invoice endorsement and processing per milestone payment schedule. Support the Project Administrator with workplan updates, deliverables (PSR, BPR, RAID logs), presentation materials, and meeting minutes. Maintain project collaboration sites for document storage and transfer knowledge to other staff. Produce artifacts for health checks, IT attestation, and audit exercises.
