Overview

Senior Energy Specialist (Hydropower) role at Asian Development Bank (ADB). Location: Headquarters, Manila, Philippines. Organized within the Energy Sector Office (SD-ENE) of the Sectors Department 1 (SD1). The position reports to the Director, SD-ENE and oversees junior staff. Title: Senior Energy Specialist.

You will be responsible for the preparation and implementation of hydropower projects in ADB's Developing Member Countries (DMCs). This includes leading technical reviews, due diligence, policy development, and the design and processing of investment and technical assistance (TA) projects and non-lending products and services (NLPS) in the energy sector, with a focus on hydropower and other renewable energy in line with ADB\'s 2021 Energy Policy. You will collaborate with other departments and governments to deliver integrated solutions and promote poverty reduction and sustainable development.

Responsibilities
  • Lead the review of technical documents including pre-feasibility and feasibility studies, design and specifications, environmental and social impact assessments, and power system plans.
  • Lead the development and design of new lending projects and programs in hydropower and other renewable energy; guide technical due diligence to ensure feasibility and viability.
  • Lead the supervision of hydropower projects during construction, ensuring engagement of expert panels and review of reports.
  • Lead the preparation, processing, and administration of sub-regional and DMC-specific loans, grants, and TAs in the energy sector, aligning with development policies and climate change considerations.
  • Develop policy and strategies in hydropower and renewable energy for sustainable, low-carbon development in DMCs; coordinate with government agencies and resident missions; collaborate across sectors for integrated solutions.
  • Engage in analytical work, knowledge management, and stakeholder coordination to promote best practices in hydropower development.
  • Provide guidance on energy sector issues in loans, grants, and TAs; participate in procurement processes including bidding documents, bid evaluations, and consultant recruitment.
  • Guide and lead the team of energy specialists in identifying investment opportunities in hydropower and other clean energy, including use of special funds.
  • Develop and maintain strategic partnerships with external partners for knowledge and project opportunities; respond to external inquiries.
  • Contribute to internal and external training and conferences on hydropower and clean energy activities for advocacy and knowledge sharing.
  • Mentor junior staff, lead multidisciplinary teams, and support staff development and performance management.
  • Perform other duties as assigned and reflected in staff work plans.
Qualifications
  • Master\'s degree or equivalent in hydropower-related engineering or a core competency such as hydromechanical/electromechanical engineering, water engineering, civil engineering, geotechnical engineering, or project management; or a university degree with at least 5 years of relevant experience.
  • At least 10 years of relevant professional experience in hydropower energy, with exposure to other renewables.
  • Experience in environmental and social aspects of large infrastructure development.
  • Experience in generation planning for hydro or other renewables.
  • Experience in design, construction and management of hydropower projects in leadership roles in both developed and developing countries.
  • Basic knowledge of mechanical and electrical components of hydropower projects and grid connections.
  • Knowledge of energy sector reform issues in developing countries.
  • Ability to lead mission activities and manage multi-disciplinary teams; strong coordination and planning skills.
  • Excellent written and verbal communication skills in English; international experience in several countries.

Additional Information

This is a fixed-term appointment for an initial period of 3 years. At the end of the initial period, the appointment may be extended up to 2 years, converted to a regular appointment, or ended, based on ADB needs, staff blend of skills, and performance.
