Job Title Site Security Manager (SSM) - NCR (DIA) Job Description Site Security Manager (SSM) Job Description In accordance with the DoDM v3 and ICS/ICD 705, the SSM shall draft the CSP; outline threat and risk mitigation strategies for multiple sites within the National Capital Region (NCR) for USG approval. As directed by the COR the SSM shall implement the USG approved Construction Security Plan (CSP). The CSP shall be implemented by the 35% construction design mark. Shall participate and provide technical support when attending meetings, in-progress reviews, integrated concept, product teams, working groups, design meetings or conferences. Must be dedicated to this project and shall not hold any other positions on other contracts unless specifically authorized by the COR and Authorizing Official (AO) to be a Part Time SSM. Shall perform design reviews of the project plans throughout each phase of the design process. Must conduct design reviews shall be done from a security perspective to confirm designs and plans are all inclusive of SCIF/SAPF accreditation requirements, both in their identification and within the details. Must conduct an initial Risk Assessment of each project, with subsequent risk assessments completed as directed by the AO/Special Security Officer (SSO). Must work with the Accreditation Officer (AO)/Site Security Officer (SSO) and project’s General Contractor (GC) on the security requirements for each site. Must ensure requirements contained within the ICD/ICS-705 (current version) are implemented and advising the AO/SSO of compliance or variances. Must conduct periodic security inspections to ensure compliance with the CSP. Must document security violations or deviations from the TO specific CSP and notifying the AO/SSO within 3 business days. Must ensure that procedures to control site access are implemented. Must maintain a list of all workers, companies and venders used on the project and including this list in the final SCIF accreditation files. Must implement procedures to deny unauthorized site access. Must maintain CST and CAG documentation records for the duration of the project to include into the final accreditation package. Must coordinate appropriate levels of the SSM Staff on-site resources in conjunction with the Construction Contractor’s schedule to ensure security and surveillance at all times. Must develop SOPs for the SSM Staff to perform their duties in accordance with the CSP, AO/SSO Direction, and ICD-705. Must create, develop, and apply inspection methods to be conducted by SSM personnel when inspecting construction materials, finished and unfinished construction work, tools, equipment, personnel, and personal items such as bags, lunch boxes, and associated items. Must apply extensive knowledge of DoD, the ICD/ICS, and any additional administrative policies, regulations, instructions, and procedures in order to develop and apply new techniques to implement and execute innovative SCIF construction security strategies to achieve the goals and objectives for the construction security and accreditation of this project. Must initiate and update the FFC and TEMPEST Checklist, compiling all required documentation (floor plans, certifications, details, etc.) for submission to the AO/SSO. Must perform and/or oversee all STC and IEEE-299 testing con ducted in support of approved CSPs. Travel Requirements10 - 25% Salary Grade Job Requirements Site Security Manager (SSM) Required Qualifications/Experience Active, TS/SCI security clearance, and either have a current CI Polygraph, or willing to take a CI polygraph, prior to employment. Must have a minimum of six (6) years of security experience specifically related SCIF construction, Intelligence Operations, Counter-Intelligence Operations, Counter Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these experiences. Must have a minimum of three (3) years of direct experience working on ICD-705 construction projects or working as a Physical Security SSO. Direct experience for the SSM Level I means working at the project location as a CST, or SSM. Knowledgeable of and demonstrates ability to apply sixteen (16) standard division of construction and technical listening devices commonly used by foreign intelligence services. Must hold a valid certificate for the successful completion of a thirty-two (32) Hour or greater SSM Training Course. Must hold a valid certificate for the successful completion of a forty (40) Hour or greater CST Training Course. Knowledgeable of and demonstrates ability to apply Intelligence Community (IC) and Department of Defense (DoD) classification guidelines and procedures ICD/ICS-705 and experience on at least one (1) separate ICD-705 projects. Bachelor’s degree in security or intelligence field or equivalent work experience with a minimum of ten (10) years of physical security officer. Must be flexible and willing to work at multiple work sites within the National Capital Region (NCR). Must be willing to travel domestically for short term mission required tasks.
