The position is assigned to the Water and Urban Sector Office (WUD) within the Sectors Department 2 (SD2). You will be based at the ADB Headquarters in Manila, Philippines. You will report to designated International Staff and officer (as applicable).

• Provide analytical and statistical support to the assigned project portfolio, including technical support in portfolio management, project administration, and project processing activities related to loans and TA, knowledge work, and budget management for water and urban development (WUD).
• Support project administration of investment projects, programs, TA projects, and sector work and activities, focusing on the WUD Sector.
• Assist with procurement and consultant recruitment reviews, guidance to executing agencies (EAs), implementing agencies (IAs), contractors, consultants, and project beneficiaries on ADB policies and procedures, and respond to requests promptly.
• Contribute to the preparation and updating of Project Administration Manuals under assigned projects, including data gathering and drafting write-ups for sections.
• Monitor financial management compliance and the submission of audited financial statements (APFS and AEFS).
• Compile data and statistics on contract awards and disbursements; provide analytical inputs on shortfalls, causes, and actions to meet targets.
• Prepare and update project records in ADB systems, including project performance, implementation status, major issues, and actions taken.
• Analyze project performance and provide inputs to ensure progress toward targets; address administration red flags.
• Contribute to project-specific or portfolio reports and participate in regional or sectoral portfolio meetings as requested.
• Monitor and update project data in eOps, SovOps, and other systems.
• Participate in project inception, reviews, special missions, and completion reviews.
• Provide data and draft writeups for mission reports and completion reports; support in defining project implementation arrangements and procurement/recruitment procedures.
• Support other technical staff in WUD and RM teams and perform other tasks as reflected in the workplan.

• Bachelor’s degree in finance, business administration, engineering, or related field.
• At least 5 years of relevant work experience.
• In-depth knowledge of ADB or similar multilateral development bank operations, processes, procedures, modalities, and workflows.
• Experience in research and analysis, data collection, and drafting documents.
• Proficiency in productivity tools and software.
• Experience collaborating with diverse backgrounds and nationalities; ability to communicate in multicultural settings.
• Written and verbal proficiency in English.

This appointment is open to internal and external applicants. It is a fixed-term appointment for an initial period of 3 years, with potential extension up to 2 years, conversion to a regular appointment, or ending at expiration.
