Local Consultancy: Civil Engineer for Refurbishment and Equipping of Community Learning Centers for Alternative Learning System UNICEF Manila, National Capital Region, Philippines Under the direct supervision of the Education Specialist, the consultant will provide overall technical management and coordination of all refurbishment and equipping works for ten (10) ALS centers identified in BARMM. Responsibilities Package 1 – ALS centers in Tawi‑Tawi (2 centers) and Basilan (2 centers): Facilitate the co‑creation and co‑design of the refurbishment and equipping works (including validation) in consultation with ALS stakeholders: municipal and barangay LGU (particularly the engineers' office), Schools Division Office (SDO), ALS focal and teachers, and ALS learners. Select and manage private firms that will carry out the refurbishment and equipping works based on the validated plan. Manage the entire refurbishment and equipping works by closely collaborating with the private firms. Organize hand‑over ceremonies of refurbished and equipped ALS centers. Facilitate closure and final evaluation of the quality of the works. Package 2 – ALS centers in Maguindanao del Norte (2 centers), Cotabato City (1 center), and Maguindanao del Sur (3 centers): Monitor the progress of refurbishment and equipping works done by implementing partners to ensure timely implementation. Ensure quality assurance of the works carried out by the implementing partners. Provide technical guidance and support regarding refurbishment and equipping works as per UNICEF standards and guidance. Qualifications Minimum 5 years of recognized experience in coordination and consultation with identified government and non‑government ALS stakeholders. Experience in managing private refurbishment firms. Background work in the context of BARMM, especially island provinces. Actual experience in supervision of school or community construction projects. Excellent written and spoken English and Filipino. Knowledge of local dialects is an advantage. Desirables Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
