OVERVIEW

Small Enterprise Development and Finance Agency Ltd (Sedfa), a development finance institution responsible for the provision of financial and non-financial support to Micro, Small, and Medium Enterprises (MSMEs), invites qualified candidates to apply for the Group Executive: Digital Transformation and ICT position.

The institution is a merged entity between the Small Enterprise Finance Agency (sefa), Small Enterprise Development Agency (Seda), and Co-Operative Banks Development Agency (CBDA). The entity is listed as a Schedule 3B National Government Business Enterprise, with the State as the sole shareholder and the Department of Small Business Development as the Executive Authority.

MAIN PURPOSE OF THE JOB:

Reporting to the Chief Executive Officer, the successful candidate will strategically direct and oversee the provisioning of information and communication technology management services and comprehensive oversight for the digital transformation and innovation function.

KEY PERFORMANCE AREAS:

1. Oversee the provision of Information and Communication Technology (ICT) services.
2. Oversee the development and implementation of an ICT strategy aligned with the business strategy.
3. Lead and direct the Digital Transformation and ICT function to build and maintain a high-performance management culture.
4. Develop systems and solutions for ecosystem enablement to enhance the capabilities of small businesses.
5. Oversee the development and implementation of ICT policies, standards, and procedures aligned with industry standards and business requirements.
6. Participate as a member of the Sedfa executive team.
7. Oversee monitoring and evaluation of the effectiveness of the Information Security Management Framework and ICT Strategic Plan.
8. Ensure effective provision of ICT services to the network.
9. Ensure adherence to governance matters relating to ICT systems, standards, regulations, and legal requirements.
10. Oversee the development, implementation, and review of Sedfa’s digital transformation and innovation strategy.
11. Lead Sedfa’s digital transformation and innovation programs.
12. Enhance organisational efficiency, agility, and customer experience through innovative technologies and architectural frameworks.
13. Provide leadership in ICT software development.
14. Oversee ICT programme management services and enterprise architectural services.
15. Manage the Division’s resources (people, finance, assets).

REQUIRED MINIMUM QUALIFICATIONS:

• NQF Level 8 in IT, Information Management, Systems, Computer Science, Digital Business, Business Administration, or a relevant field.
• NQF Level 9 in the same fields will be an added advantage.

REQUIRED WORK EXPERIENCE:

• 10+ years in Planning, ICT Governance, ICT, and Information Management/Systems, with at least 5 years in a senior management role.
• Experience managing a major ICT operation.
• Understanding of ICT governance frameworks such as COBIT and ITIL.
• Understanding of SDLC and Public Service governance framework.
