Project Manager

Responsibilities Manage the delivery of project scope within defined timelines and budgets by using the project workplan and supporting plans to track milestones. Coordinate with project team, business users, ITD teams, vendors, and other stakeholders to ensure the project stays on pace to meet deadlines and stay within budget. Collaborate with the Project Manager (PgM) or Program Manager (PdM) to bring projects back on track, reviewing schedule and budget to determine if the scope can be delivered within targets. Actively manage risks, assumptions, issues, dependencies (RAID) and implement preventive and corrective measures, including timely Change Requests when needed. Escalate proactively to address risks before they become issues and take action to resolve them. Ensure alignment with ITD’s Project Management Framework (PMF), financial controls guidelines, and other ITD frameworks and applicable guidelines. Author business cases as needed for major enhancements or new product delivery. Draft and manage procurement documentation and process from RP to PO, ensuring milestones and invoicing align with the project plan. Support project administration activities, including development of the project workplan, status reports, budget and procurement reports, and RAID logs. Maintain the project collaboration site and facilitate knowledge transfer to project staff as needed. Qualifications Bachelor of Science degree in Engineering, Computer Science or related field; and 8+ years of Project Management experience managing complex IT programs and projects related to software or IT infrastructure/network solutions, with experience using agile methods (from initiation to completion). Technical Knowledge Knowledge of theoretical and practical aspects of program and project management, including tools and techniques. Experience in strategic planning, risk management, vendor management, budget management, and people management for projects or programs. Experience working with technical teams and driving initiatives across multiple areas from a solution development perspective; ability to try new approaches in changing situations. Understanding of application programming, database and system design, and testing for software solution delivery. Awareness of adoption and change management as essential to IT projects; knowledge of business benefit tracking is a plus. Working knowledge of agile frameworks and tools. Project Tools Proficient in project management software (MS Project or Project Online a plus). Proficient in MS Teams and O365 (including SharePoint).
