Consultant for the conduct of Seminar-Workshop on Completed Staff Work for the Office of the Senior Minister

Position: Non Key Expert

The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions, more specifically on the:

• Capacity of the BTA’s executive branch superstructure to impulse and coordinate key transitional policies and capacity of Governance line ministries to deliver basic services (output 1)
• Capacity of the Parliament to exercise its law making, oversight functions and representation functions (output 2)
• Capacity of the Justice System to adjudicate litigations and improve access to justice (output 3)
• Capacity of civil society to contribute to a peaceful transition (output 4)

Objective:

The overall objective of this consultancy work is to provide the Office of the Senior Minister the learning opportunity to understand, appreciate, and imbibe the knowledge and skills to adopt Completed Staff Work (CSW). At the end of the training, participants should have been equipped with adequate knowledge and acquired proficiency in the following areas:

• Objective assessment of the current capacity level of OSM to perform CSW (gaps, strengths and weaknesses, training needs) and put CSW into operation.
• The principles and values behind the “Doctrine of Completed Staff Work.”
• The purposes and reasons why CSW are important and with utmost relevance to the day-to-day operations of the OSM.
• The ways by which CSW can improve effectiveness and efficiency in policy research, decision-making, report writing, and monitoring and evaluation.
• What mechanisms and coordination systems are to be put in place to operationalize CSW in the day-to-day work of the OSM.

The consultant shall work in close coordination with the SUBATRA Technical Assistance Team Key Expert on Governance and Project Development Expert.

Required Outputs / Deliverables:

The assignment shall have a duration of 9 working days. The expected deliverables are as follows:

• Preparation and development of the training design, presentation materials for each topic, and pre-test instruments.
• Execution and actual conduct of the pre-test, training-lecture-simulation-exposure, and post-test.
• Group facilitation for the preparation of the OCOS Re-Entry Plan.
• Provision of handouts/reference materials.
• CSW Document.
• Post Training Report.

Requirements:

General qualifications and skills:
- Graduate of any field in Social Sciences, humanities, development studies, public administration, and relevant experience in the field of human resource development and organizational development.
- Expert in spoken and written English.
- Fluency/Knowledge of at least one local language is desirable but not required.

General professional experience:
- At least 10 years of experience in governmental service at the national level, with strong competencies in governance and public administration.
- Experience working as a trainer or resource person in delivering capacity development training for government and non-government organizations.
- Experience working with development partners and multilateral agencies will be desirable.

Specific professional experience:
- At least 10 years of experience working in and/or for government with strong competencies in developing and executing training programs using adult learning methodologies.
- Experience in working with governments at the National Government and/or at the Bangsamoro in at least a senior-level position in government.
- Extensive knowledge and experience in governmental operations and the intricacies of the theory of completed staff work.
