Senior Supply Chain Advisor, DOS LEAP Global - Philippines Dexis Manila, National Capital Region, Philippines About The Position A responsive and strong supply chain is a cornerstone of the America First Global Health Strategy, playing a vital role in advancing global health security priorities. By ensuring the availability, quality, and rapid deployment of essential health commodities—such as diagnostics, vaccines, and treatments—these activities directly support the prevention of avoidable epidemics, early detection of emerging threats, and swift response to outbreaks. Integrated and resilient supply chains, bolstered by private sector logistics, pooled procurement, and data-driven inventory systems, enhance the capacity of both the U.S. and partner countries to manage endemic and emerging infectious diseases, including antimicrobial resistance. The Senior Supply Chain Advisor will support the Department of Health’s Supply Chain Governance and Oversight Council to strengthen the current supply chain management system (SCMS) by introducing reforms that are aligned with the America First Global Health Strategy and responsive to the Philippine government health priorities. The Advisor will provide technical support to the Department of Health with emphasis on strengthening the functionality of the Supply Chain Governance Council and its committees to address predominant supply chain issues affecting health service delivery and to enhance capacities to anticipate and address future public health emergencies. The Advisor will collaborate with the Food and Drug Administration, Department of Budget and Management, Department of Science and Technology, the Board of Investment, and other government agencies to help address programmatic bottlenecks and facilitate solutions through coordinated technical support and effort of DOH and other agencies. The Advisor will report to the U.S. Embassy Manila’s Regional Foreign Assistance Section and the Chairperson of the DOH Supply Chain Governance and Oversight Council, and will work closely with the Secretariat of the DOH Supply Chain Governance and Oversight Council. Familiarity with the DOH national strategic plan, the Philippine Procurement Law, and the public health SMCS is a must. Responsibilities Strengthen and secure frontline commodity supply chain through integration across diseases to ensure continuous availability of essential commodities at service delivery points. Support the adoption of innovative procurement mechanisms (pooled procurement, local manufacturing agreements, public–private partnerships) to reduce costs and improve access to high-quality, U.S.-made innovations. Assist the DOH Disease Prevention and Control Bureau (DPCB) in forecasting and supply planning. Advise on surveillance-enabled supply chains to ensure diagnostic tools and lab reagents are available where and when needed. Strengthen functionality of TWGs and governance structures by reactivating and institutionalizing key committees. Mentor the Supply Chain Council on effective TWG operations, governance, and accountability mechanisms. Provide facilitation or coordination support to ensure regular meetings and follow-through on action items. Improve stock status review and data use by integrating stock status data into the SC Governance Council’s agenda and coaching staff to analyze, visualize, and present stock data. Assist staff in adopting analytical tools and translating data into actionable decisions. Address policy bottlenecks (e.g., exemptions for health-related donations) and facilitate policy dialogue with relevant government agencies. Recommend policy proposals or amendments aligned with Philippine law and international best practices. Build procurement capacity by orienting DOH staff and partners on new procurement rules and developing scalable training content. Address procurement delays and conduct process mapping to identify root causes and develop plans for improvement. Enhance use of the SC dashboard by improving usability and conducting workshops on data interpretation for timely programmatic decisions. Foster multi-stakeholder collaboration among DOH entities, SCMS, Procurement Service, FDA, Embassy RFA, and partners. Recommend systemic supply chain improvements by reviewing NSCA results and updating the National Supply Chain Strategic Plan with a road map aligned to national and global priorities. Qualifications A master’s degree in public health, business management, or equivalent. Certified supply chain professional. Ten years or more of work experience with proven track record delivering procurement and supply chain resilience initiatives in the Philippines and Asia. Strong capability in strategic supply chain planning and collaboration with government and private sector partners. Thought leader in the Philippines/Asia supply chain industry. Excellent interpersonal skills and ability to work cross-culturally. Excellent written and oral English communication skills. Strong organizational, planning, negotiating, and problem-solving skills. Ability to prepare regular and ad hoc reports, activity documentation, and briefing papers. Deep knowledge of the Philippine public health sector supply chain system, procurement law, and health systems. Preferred: Experience with USG-supported or funded supply chain projects. Knowledge of e-procurement, strategic sourcing, digital and B2B commerce. Experience working with the DOH and other government agencies related to supply chain. Experience with USG-funded public health programs.
