Overview Senior Global Health Security (GHS) Advisor, DOS LEAP Global - Philippines. Dexis Manila, National Capital Region, Philippines. The LEAP Global program, now transitioned to the U.S. Department of State (DOS), hires and embeds technical expert advisors within government entities to provide long-term, sustainable lifesaving support and to empower host governments to lead and manage key aspects of their infectious disease portfolios. The Senior Global Health Security (GHS) Advisor will support life-saving humanitarian assistance (LHA) in alignment with the Presidential EO directives and the America First Global Health Strategy. The role focuses on preventing, detecting, and responding to infectious disease threats with public health impact, and will work with multi-sectoral government departments and agencies to implement interventions, strengthen surveillance and response capacities, and improve coordination between the U.S. Government and the host country. Responsibilities Support multisectoral departments in the effective delivery of life-saving humanitarian assistance (LHA) through domestic and donor resources (e.g., Pandemic Fund, Global Fund, and other sources as relevant). Assist agencies with delivery of GHS services including: community-based active surveillance systems capacity for detecting priority diseases/threats data systems for monitoring, analyzing, and reporting on threats infection prevention and control (IPC), including WASH in healthcare facilities case management and emergency management including Emergency Operating Centers (EOC) and Point of Entry Screening risk communication and community engagement emergency outbreak response Provide technical support and engage with field work to implement programmatic and response interventions at national and sub-national levels. Monitor progress of GHS program implementation and provide recommendations to improve service delivery. Review and analyze performance reports for relevance to the Pandemic Fund, Global Fund (GF), and other partners where applicable. Facilitate regular discussions among multisectoral stakeholders to ensure alignment of technical approaches in the GHS portfolio. Identify performance gaps, barriers, and bottlenecks and facilitate consensus on targeted interventions to improve key indicators related to incidence/mortality of epidemic/pandemic diseases, system strengthening, and outbreak response. Support implementation and expansion of best practices in GHS and outbreak response nationwide. Support the DOH and other relevant agencies in reviewing service delivery processes and outcomes; promote dissemination of best practices and effective models nationwide; promote prioritized interventions in surveillance, detection, data systems, IPC, and emergency management. Assist ministries to report infectious disease threats to domestic and international systems (e.g., IHR, WAHS) for rapid responses. Assist multisectoral emergency outbreak responses as needed and help achieve GHS targets including reporting on the 7-1-7 target (7 days to detect, 1 day to report, 7 days to complete initial response). Provide information to State to prepare U.S. government workplans and reports. Support the relevant Ministries in effective utilization of Pandemic Fund grants and other donors’ resources; develop grant applications and support grant implementation to avoid duplication with US government-funded projects. Consult with stakeholders on required technical assistance; monitor grant progress and analyze performance reports; organize discussions among stakeholders to align technical approaches in GHS portfolios; support outbreak response with resource mobilization and coordination. Communications: Regular conference calls with multisectoral stakeholders, the U.S. Embassy RFA Section, and USAID/Washington; provide information and be available for calls/meetings; submit monthly reports to the RFA Section. Reporting: Provide a detailed monthly report to the Embassy Manila RFA Section by the 5th of the following month and a weekly progress report highlighting main successes; participate in weekly calls. Qualifications Degree in Medicine (MD), Veterinary Medicine (DVM) or a master’s degree in Epidemiology, Public Health, or a related field. Minimum 10 years of progressively responsible experience in Animal Health, Public Health, or Epidemiology. Experience working with bilateral or multilateral donors in development programming. Direct experience with GHS activities or implementation; strong understanding of infectious diseases, health systems, and development issues, with knowledge of the Philippines context. Ability to engage effectively with senior executives, government officials, technical staff, researchers, and innovators; experience working with diverse stakeholders across public, private, and nonprofit sectors. Strong management, negotiation, collaboration, team-building, networking, and interpersonal skills; ability to work independently with minimal supervision. High-level technical, analytical, and quantitative skills for scientific approaches and policy analysis; excellent written and oral communication skills for analytical reports and presentations. Ability to work well in a team and build productive relationships at all organizational levels; strong leadership and ability to influence policy and build consensus.
