LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About The Position
The Tuberculosis (TB) Project Field Advisor will support the U.S. Department of State Regional Foreign Assistance Section in managing and monitoring the TB portfolio. The Advisor will work closely with the DOS Project Management Specialist for Tuberculosis to design TB activities, coordinate with implementing partners, review reports, and provide technical directions to implementing partners.

The Advisor will play a critical role in ensuring the successful implementation of cost-effective, lifesaving direct service delivery for tuberculosis prevention, treatment, and care at the national, regional and local government levels.

Responsibilities

  • Assist the DOS Project Management Specialist for Tuberculosis in designing TB activities aligned with U.S. Government priorities and host country needs.
  • Coordinate with implementing partners to ensure effective collaboration and alignment of TB program goals.
  • Review technical and financial reports submitted by implementing partners to ensure compliance with program objectives and U.S. Government standards.
  • Provide technical direction and guidance to implementing partners to improve program outcomes and address challenges.
  • Monitor and evaluate TB program activities to ensure progress toward established targets and objectives.
  • Support the development of strategic plans, work plans, and budgets for TB activities.
  • Facilitate communication and coordination between the U.S. Government, Philippine Department of Health, and other stakeholders.
  • Prepare regular reports, briefing papers, and presentations for DOS leadership and other stakeholders.

Specific Responsibilities
Program Design and Planning

  • Assist in the design and development of TB program activities, ensuring alignment with U.S. Government priorities, host country needs, and global best practices.
  • Contribute to the development of annual work plans, budgets, and performance monitoring plans for TB activities.
  • Provide technical input to ensure TB program activities are evidence-based, innovative, and sustainable.

Coordination and Stakeholder Engagement

  • Serve as a liaison between the U.S. Department of State, implementing partners, and host country stakeholders, including the Department of Health.
  • Facilitate coordination meetings with implementing partners to ensure alignment of activities and avoid duplication of efforts.
  • Represent the U.S. Department of State in technical working groups, donor coordination meetings, and other relevant forums.

Monitoring and Evaluation

  • Monitor the implementation of TB program activities to ensure progress toward established targets and objectives.
  • Conduct site visits to assess the quality-of-service delivery and provide recommendations for improvement.
  • Review and analyze program TB data to identify trends, challenges, and opportunities for program improvement.
  • Support the development and implementation of monitoring and evaluation frameworks to track program performance.

Technical Oversight and Capacity Building

  • Support the DOS Project Management Specialist in provision of technical guidance and direction to implementing partners to strengthen the quality of TB prevention, diagnosis, treatment, and care services.
  • Identify capacity-building needs and deliver technical assistance to implementing partners and host country stakeholders.
  • Stay updated on the latest TB research, guidelines, and innovations to inform program activities.

Reporting and Documentation

  • Review and provide feedback on technical and financial reports submitted by implementing partners.
  • Assist in prepare regular reports, briefing papers, and presentations for DOS leadership and other stakeholders.
  • Document lessons learned, best practices, and success stories to inform future programming.

Policy and Strategy Development Support

  • Support the DOS Project Management Specialist in developing recommendations and updating TB-related policies, strategies, and guidelines.
  • Provide technical input to ensure policies and strategies are aligned with USG foreign assistance strategy and tailored to the local context.

Reporting
The TB Project Advisor will provide:

  • Monthly Reports: A detailed report submitted to the U.S. Department of State by the 5th day of the following month.
  • Weekly Progress Reports: A short paragraph summarizing key successes for the week, submitted to the U.S. Department of State. The Advisor will also participate in weekly calls with DOS staff.

The format for reporting may be adjusted with concurrence from the Contracting Officer's Representative (COR).

Qualifications

  • A master's degree in health or equivalent
  • Five-year experience with US foreign assistance in TB
  • Excellent interpersonal skills and ability to work in a cross-cultural work environment.
  • Strong written and oral communication skills in English.
  • Good computer skills, including proficiency in Microsoft Office programs.
  • Excellent organizational, planning, negotiating, and problem-solving skills.
  • Ability to prepare regular and ad hoc reports, activity documentation, and briefing papers.

Preferred Qualifications

  • Experience with USG, DOS and/or USG funded TB projects is an advantage.
  • Knowledge of local culture is a plus
  • Experience with DOS-funded public health programs.
  • Relevant technical experience obtained in the Philippines is preferred.
