Job Details Job Title: Programme Policy Officer (Market Systems and Livelihoods) Type of Contract: Fixed‑Term Appointment Job Grade: NOA Duty Station: Cotabato, Philippines Duration: 12 months with possible extension Eligibility: Filipino nationals only Organizational Context Smallholder farmers and fisherfolk in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have limited resources, information and training to increase their yield and undertake value‑adding activities necessary to improve their livelihoods. WFP, along with its partners, has successfully supported the creation of Bangsamoro Food Security Task Force (BFSTF) which brings together 21 Government Ministries to facilitate innovation, convergence, reforms and increased investment toward a sustainable food system in the region. Job Purpose The Programme Policy Officer (Market Systems and Livelihoods) will lead the implementation of the WFP Philippines’ integrated resilience approach, focusing on enhancing the inclusion of smallholder farmers and fisherfolk in market systems to strengthen their livelihood strategies in BARMM. The holder will provide technical assistance to the BARMM Government, develop joint strategies, contribute to capacity building of partners, and manage a small team of staff. Key Accountabilities and Responsibilities Project Management & Capacity Strengthening: Lead planning and implementation of regenerative agriculture and community livelihood activities ensuring alignment with corporate guidelines and integrating climate, gender and conflict‑sensitive elements. Support regional and local partners to integrate results of community planning, climate and gender analysis into Barangay Development Plans and develop training modules. Build technical capacity of authorities to design and implement anticipatory action, last‑mile climate services and other climate adaptation measures based on WFP priorities. Ensure compliance with Environmental and Social Safeguards (ESS), conduct screenings, develop mitigation plans and train partners on ESS requirements. Advance women’s self‑reliance and economic empowerment through gender‑responsive interventions. Promote financial inclusion by facilitating access to savings, credit, insurance and digital payment platforms. Develop blended finance models to mobilise public and private investment in resilience, market development and climate adaptation. Coordinate food assistance planning in collaboration with the Supply Chain Unit. Strengthen coordination and advocacy with partners and represent WFP at coordination platforms. Document lessons learned and lead project reviews to foster adaptive management and sustainability. Research and analyze policy and operational issues to support design and decision‑making. Team Management: Supervise and develop staff and consultants, identifying technical gaps and ensuring professional growth. Collaborate across functional units in the Cotabato Field Office and Country Office for effective implementation and monitoring. Monitoring & Reporting: Identify relevant indicators and develop survey tools in partnership with the RAM team. Provide regular technical updates and quarterly briefing notes to management. Prepare inputs for donor reporting, concept notes and funding proposals. Produce case studies and communication inputs showcasing impact and lessons learned. Perform related duties across school feeding, social protection, anticipatory action, emergency response, gender and disability mainstreaming as required. Qualifications & Experience Required Education: Advanced university degree or bachelor’s degree in Rural Development, Agriculture and/or Fisheries, Agronomy, Climate Change Adaptation, Environmental Economics or a related field. Experience: Required: Minimum of one (1) year of relevant experience with an advanced university degree; OR three (3) years with a bachelor’s degree. Preferred: Seven (7) years of relevant experience in development, including management of food security and livelihood projects. Knowledge and Skills: Strong interpersonal and diplomatic skills. Experience in project design and management, M&E, budget management and donor reporting. Solid understanding of food security, risk and vulnerability assessments, early warning information and contingency planning. Experience leading a small to mid‑size team. Experience working with diverse development actors (government, UN agencies, donors, private sector, civil society). Experience providing capacity strengthening to government in advocacy, policy engagement and technical assistance. Excellent research, report writing, analytical and communication skills. Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook). Ability to work independently, meet deadlines and achieve results. Language: Excellent knowledge of written and spoken English and Filipino; knowledge of local language in BARMM desirable.
