Associate Project Officer role at Asian Development Bank (ADB).
Organizational setting and reporting relationshipThe position of Associate Project Officer is assigned to the Agriculture, Food, Nature, and Rural Development Sector Office (AFNR) within the Sectors Department 2 (SD2). You will be based at ADB Headquarters in Manila, Philippines. You will report to the designated International Staff and Officer (as applicable).
Your RoleAs an Associate Project Officer, you will support Southeast Asia and the Pacific in operational, analytical and technical tasks to ensure portfolio performance. You will assist in project processing, administration, and contract administration.
You Will- Project and TA Processing and Administration
- Support in project and TA processing by assisting in the preparation of project concept notes, TA reports, report and recommendation of the President (RRPs); project administration manual (PAM) and other project related documents.
- Review and provide inputs to TA reports, RRPs and PAM for assigned projects. Review and provide comments on their implementation arrangements, financing plans, disbursement arrangements, considering lessons learned from previous projects and compliance with ADB's policies (e.g., procurement guidelines, financial management, safeguards).
- Update PAM during review missions. Initiate and support preparation of project and TA administration memos such as reallocation, change in scope and similar activities.
- Update project related systems (e.g., SovOps, e-Operations) for processing milestones, project data sheet, classification and project performance reporting.
- Guide executing and implementing agencies and colleagues on loans, TAs and grants administration, ensuring approval and disclosure of project documents.
- Manage TA by (i) monitoring commitment and disbursement ensuring funds and proper charging of funds; (ii) ensuring activities follow the approved TA; (iii) preparing contract variation, extension of TA and consultants' contracts, and closure of consultants' contracts. Administer all activities necessary to process disbursement claims.
- Provide initial analysis of the assigned project performance and identify areas for improvement.
- Provide inputs to PAU Head and senior national staff in analyzing the performance of Southeast and the Pacific portfolio and identify areas for improvement. Support portfolio management and project administration with tasks including: (i) monitoring the progress of assigned projects and preparing project performance reports; (ii) identifying issues related to project implementation and taking action in close coordination with executing agencies (EAs), implementing agencies (IAs), contractors, consultants, and project beneficiaries; and (iii) preparing measures and implementing them to address the issues.
- Maintain records needed to monitor compliance with loan and TA covenants, to follow up outstanding obligations of EAs such as the submission of financial statements and progress reports.
- Participate in selected missions and meetings, if necessary.
- Review procurement plans, contract packaging, cost estimates, terms of reference, general specifications, for recruitment of consultants, service providers, and procurement of works, goods and services related documents.
- Support the preparation project and TA completion reports.
- Attend any user-testing acceptance or enhancement projects.
- Provide backup support and perform other tasks and ad hoc assignments as reflected in the workplan.
- Provide guidance and share knowledge to new analysts/colleagues in project / TA processing and administration
- Safeguards and CSO Focal – Be the team\'s safeguards and CSO focal person. Maintain close relationships with OSFG and NGOC to update staff on the latest policies and practices. Maintain database on AFNR projects with CSO engagement. Assist colleagues in ensuring compliance with ADB\'s safeguards and CSO policies and processes. Monitor and ensure disclosure of project documents and updating of project data sheets.
- Bachelor's degree in finance, business administration or related fields; preferably with advanced training.
- At least 5 years of relevant professional experience in project management and implementation in the AFNR sector.
- Strong analytical ability to undertake research and analysis, collect and organize data, and draft documents.
- Experience of different stages of the project cycle is desirable.
- Sound knowledge of government administrative systems.
- Familiarity with accepted best practices of procurement and disbursement processes
- Capacity for teamwork. Work with teams as a constructive team member, skills to liaise and collaborate with colleagues throughout ADB, and willingness and capacity to guide more junior and less experienced colleagues.
- Proficient in English, both spoken and written.

This appointment is open to internal and external applicants. This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
