JOB SPECIFICATIONS

EDUCATION:

A graduate of any science courses preferably BS Chemical Engineering, BS Chemistry or BS Environmental EngineeringEXPERIENCE:Has at least 1 year experience in a heavy industry preferably as PCO in a Fluidized Bed Coal Power PlantDUTIES AND RESPONSIBILITIES:Provide timely inspection to identify plant defects and deviation that will affect the environment.Ensure compliance with the requirements of PD 1586, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations, and other environmental laws, rules and regulations.Ensure the proper performance, operation, and maintenance of environmental management facilities or systems of the establishment such as wastewater treatment facilities, hazardous waste management storage areas, solid waste segregation management facilities and environmental monitoring devices.Ensure that the hazardous wastes disposed offsite are covered by a Permit to Transport, Manifest Form and Certificate of Treatment and submitted to EMB Regional Office.Monitor compliance to the requirements specified in the Environmental Compliance Certificate (ECC) and the commitments stipulated in the Environmental Management and Monitoring Plans or Environmental Performance Report and Management Plans and report the same in the Compliance Monitoring Report (CMR).Monitor activities pertaining to the operation and maintenance of pollution control facilities to ensure compliance with the Effluent Standards and report monitoring results to DENR as part of the SMR.Monitor the use of chemicals, especially those listed under the Priority Chemicals List (PCL) and those with Chemical Control Orders (CCO) and the generation of solid and hazardous wastes. Monitoring data shall be submitted as part of the SMR and the PCL Compliance Certificate.Promptly submit completed and signed CMRs and SMRs. These reports must be approved by the Plant Manager, and notarized.Report in writing within twenty-four (24) hours from the occurrence of any of the following environmental incident to the concerned EMB Regional Officea. Breakdown of air pollution source and/or control facility or monitoring instruments b. Release of chemicals or hazardous wastes to environmental media.Report in writing within twenty-four (24) hours from securing of the results of laboratory analysis or from online monitoring instruments any exceedance to effluent and/or emission standards.Submit to the Pollution Adjudication Board a copy of the SMR duly received by the respective EMB Regional Office (if with pending case);Liaison and RepresentationLiaise with the DENR and MMT Members to communicate plant's compliance and programsProvide information to DENR pertaining to specific discussions concerning plant's environmental compliance and its implemented programs.Communicate, together with the plant's corporate social responsibility team, in the external information education campaign regarding the environment and the plant's compliance to environmental laws and regulations.Reporting and Data InterpretationDraft and submit SMR, CMR, CMVR, and other reports required by DENR and other government agencies concerning to environment.Draft appropriate report to be submitted to Multipartite Monitoring Team to aid the team in its task to check the plant on the compliance aspect.Document and compile environmental data, procedure, work instructions, register, and policies according to proper records management guidelines.Facilitate appropriate sampling for air and water, as mandated by the law, and to partner with accredited analytical laboratories for the analyses.Coordinate with different department of the power plant to plan and implement air and water sampling procedures and schedules.Administration and ManagementSafekeep environmental records and ensure availability during internal and external audits and inspections
