Integrity and Reliability Engineer

MAJOR RESPONSIBILITIES

1. Responsible for implementation of asset integrity management programs, risk-based inspection programs and other related policy, process and operational procedure.

2. Responsible for implementation of statutory testing and inspection programs of stationary and static equipment and facility; such as pressure vessels and overhead equipment.

3. Influence and contribute to development and continuous improvement of the company's Asset Integrity and Static Equipment Inspection Program.

4. Responsible for the scheduling and execution of planned and requested testing and inspection.

5. Responsible for the execution of Asset Integrity Improvement Projects, as assigned by Asset Integrity Manager.

6. Responsible for ensuring analytical thinking activities; such as Root Cause Failure Analysis (RCFAs), of stationary and static assets are conducted which ensures learnings are incorporated to ensure improved asset integrity.

7. Responsible to the compliance with the company's Process Safety Management Program.

8. Influence and contribute to the development of scope of works, bid packages, analyses bids and award major maintenance contracts.

9. Review and provide guidance and support to growth projects and plant expansion initiatives to the business development, program management and other asset related projects.

10. Responsible for the implementation of contract services and supervision of contract maintenance personnel for the inspection and testing group.

11. Supervise either directly or through the process of delegation, the welding, inspecting and testing activities of all direct hires and contractor's related support staff.

12. Responsible for monitoring the status of technical report regarding asset condition assessment with recommendations on fitness for service evaluations; such as, corrective actions and inspection updating.

13. Analyze and assess historical inspection, operational conditions, process, corrosion, and other degradation mechanism to adequately assess and provide direction on further inspection and operation of equipment.

14. Responsible for coaching, counselling, and performance management of subordinates (engineer and inspector).

15. Organize and liaise with professional consultants for specific maintenance services.

16. Participate as a lead in process of Management of Change (MOC) request for plant modifications.

17. Coordinate and assists with the facility turnaround (Outage Management) planning & execution.

18. Forecasts and develops the testing and inspection group's operating and capitalizing budget.

19. Conduct benchmarking and best practices in equipment performance both internal and with the industry. Then, sharing and initiating replication to applicable facilities.



QUALIFICATIONS AND COMPETENCY REQUIREMENTS

MINIMUM QUALIFICATIONS

Graduate of bachelor of science degree of any engineering major preferably, material science, chemical, mechanical, electrical and electronics.

Several years of experience in the area of facility or asset operation and maintenance; three (3) years of which are supervisory or engineering lead roles with demonstrated track record of achievement in previous job function (if external candidate).

Experience in asset condition or integrity inspection, reliability engineering, and risk-based maintenance is an advantage

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge in water utility system design, operational requirements, safety and customer level of service requirements.

Knowledge in program or project management delivery system; work breakdown structure, critical path, S-curve, scheduling, inspection and test plan (ITP), resources allocation, etc.

Knowledge in finance and engineering economic tools; such as budgeting, estimation, cost analysis, selection of alternatives and replacement analysis.

Knowledge in materials science, corrosion control and welding technology.

Knowledge in Computerized Maintenance Management System (CMMS) is an advantage.

Skills in effective correspondence or communication and presentation.

Skills in document writing; such as letters, memos, forms, reports, standard operating procedures and work instructions.

Skills in analytical thinking; such as, brainstorming, critical thinking, problem decomposition and solving (root-cause analysis), cause and effect, pattern recognition, quantitative, descriptive statistics, data mining and experiment (hypothesis testing).

Skills in asset management system or any related management system, especially ISO management system.

Skills in engineering and technology; such as, design or development, installation, operation, maintenance and dismantling of mechanical and electrical sets of equipment.

Skills in the aspect of environment, health and safety (ESH); such as work permit system, incident reporting, personal protective equipment (PPE), process safety, chemical handling and disposal, hazard recognition and control, fire safety, first aide and basic life support.

Skills in various maintenance programs and processes; such as, FMEA/FMECA, FRACAS, RCM, MTA, etc.

Skills in risk management; such as, HEMP, HIRAC and HAZOP.

Skills in testing and inspection; such as NDT/NDI, pressure testing, pigging and direct assessment.

Working knowledge in various maintenance regime/strategies; such as, preventive, condition-based and predictive maintenance.

Working knowledge in the different tools and instrument for maintenance works execution.

Working knowledge in coded construction and repair and thorough understanding of asset condition assessment standards such as AWWA Manual and codes, ASNT codes, ASTM codes, and AWS D1.1.
