Head of Sourcing & Procurement Philippines - What this job involves

The Head of Sourcing & Procurement (S&P) will lead, manage and direct the strategic sourcing and vendor management processes for the country to achieve company, country and account goals, including project assessment, strategy development, vendor evaluation and negotiation of terms to meet quality, cost, performance, and vendor diversity targets. This individual will lead the S&P teams in country to develop sourcing strategies, vendor communications, request for proposals (and related due diligence), cost analytics, category strategies, supply market analysis, deal strategy, pricing strategy, deal negotiations (contract terms and conditions, scopes of work, pricing, service levels, etc.), contract development, and contract administration. The individual will oversee the S&P teams in the country, and will be accountable for effectively managing, mentoring and developing a team of world-class S&P associates. The Head of Sourcing & Procurement will be a key stakeholder and decision-maker for all related sourcing and procurement projects.

Responsibilities:

• Lead, develop and execute the strategies for S&P function, including but not limited to sourcing and procurement, contract management, risk management and compliance, and vendor management.
• Own the executive oversight of the S&P function within the country and/or region
• Build consensus and deliver "buy in" at account level for sourcing strategies. Steer consistent implementation across the country or region.
• Act as the central and/or escalation point of contact for the Procurement function.
• Define and initiate complex reduction initiatives and standardisation programs through involvement of all local accounts
• Effectively develop and lead complex short-term and longer-term sourcing strategies, effectively manage vendors and internal networks to deliver best in class performance.
• Effectively manage vendors to ensure overall performance expectations are met across the country and associated accounts.
• Provide guidance in the resolution of escalated vendor issues and ensure appropriate vendor management and performance metrics have been agreed
• Own vendor pricing activities for new business and renewal needs.
• Own sourcing compliance and controls across the country. Identify and develop opportunities for improvement.
• Mentor the S&P team.
• Comply with all JLL and client policies and procedures, including but not limited to ethics and business practice.

CANDIDATE SPECIFICATION: KEY SELECTION CRITERIA

Ideal Experience

• Excellent Inter-personal skills, Organization skills, Strong Analytical Ability, Proven ability to lead teams in decentralized environment.
• Excellent communication skills – oral and written.
• Min 5 years of professional knowledge of procurement principals and approach.
• 10+ years of supervisory experience
• Sound knowledge of corporate regulations and legislation to ensure creation of effective and binding contracts.
