Job Objective/s

The job holder is responsible for providing information and insights regarding the regulatory environment of the power industry, including in the renewable energy section; for ensuring the company's compliance with applicable regulatory rules and regulations; for the filing and renewals of regulatory certificates, permits and licenses; for the filing of relevant regulatory reports; for monitoring relevant electricity industry policies and developments; and for the articulation of the company's regulatory position on relevant existing and/or draft laws, rules, regulations.

Specific Duties & Responsibilities

The Industry Affairs Officer shall perform the following duties and responsibilities, in addition to other tasks as may be assigned by the Group Head:

  1. Regulatory Compliance
  2. Ensure the company's compliance with the provisions of applicable laws, rules and regulations, including those from the DOE, ERC, relevant government agencies, and relevant industry stakeholders, such as WESM, PEMC, lEMOP, and NGCP.
  3. Ensure timely submission of reports required by applicable laws, rules and regulations including those required to be submitted to the DOE, ERC, WESM and other relevant entities.
  4. Ensure timely application of new and/or renewal certificates, permits and licenses necessary for the construction, operation and maintenance of the company, the company's operating plants, and other energy/electricity-related subsidiaries, including those required from ERC, DOE, WESM, NGCP and other relevant industry stakeholders. Monitor and ensure compliance with the conditions of the said certificates, permits and licenses.
  5. Establish a Compliance Monitoring System for the company and its operating plants.
  6. Other matters as assigned by the Group Head. 2. Regulatory Advisory
  7. Monitor and provide updates on current and/or new electricity industry regulatory and policy issuances from Congress, ERC, DOE, WESM and other relevant entities.
  8. Provide regulatory advisory on relevant electricity industry developments.
  9. Maintain database of electricity industry regulatory and policy issuances from Congress, ERC, DOE, WESM and other relevant industry stakeholders.
  10. Other matters as assigned by the Group Head. 3 . Policy Advocacy
  11. In coordination with relevant departments, formulate, articulate and promote the company's position on relevant electricity industry issues, policies and/or draft laws, rules and regulations.
  12. In coordination with relevant departments, engage the government regulatory and legislative agencies in a positive dialogue to promote the company's interest in the power industry.
  13. Collaborate with industry organizations such as PIPPA, RESA, PCCI, Foreign Chamber of Commerce and other stakeholders to promote and advance energy policy that will help the industry as a whole and MGP in particular.
  14. Other matters as assigned by the Group Head. 4. Industry Relations
  15. In coordination with other departments, establish and maintain relationships with the personnel of ERC, DOE, WESM, IEMOP, NGCP and other relevant industry stakeholders
  16. In coordination with other departments, attend and actively participate in the public consultations, call for comments, focus group discussions of relevant proposed laws, rules and regulations.
  17. Attend the meetings and contribute in the discussion of industry organizations, such as PIPPA, RESA, PCCI, Foreign Chamber of Commerce and other stakeholders.
  18. Coordinate with One Meralco Group to address and align on regulatory or legislative issues on the power sector which have impact on the company's operations.
  19. Other matters as assigned by the Group Head. Position Requirements (Basic Qualifications)
  20. Educational Background: Must be a graduate of least a bachelor's degree in engineering, Economics, Accountancy, Commerce, Public Administration, Business Administration or Law.
  21. Work Experience: Must have at least three to five (3-5) years' work experience in the energy industry. Specialization/Licenses: Must have license commensurate to the degree.
  22. Experience in power industry regulations, energy policies, market rules and other issuance of the DOE, PEMC, IEMOP and ERC with network with key industry stakeholders. Can build and sustain government relations.
  23. Ability to handle confidential information
  24. Willingness to travel offsite
