Panagora Group seeks a finance and administration (F&A) assistant for its USAID/Philippines, Pacific Islands, and Mongolia Monitoring, Evaluation, and Learning Activity (PIMMELA). This is a long-term full-time position, expected to start in February 2024. The position reports to the Director of Finance and Administration.

Duties and Responsibilities

Accounting

  • Maintain accurate and up-to-date financial records and books of accounts.
  • Receive and process invoices, check the accuracy and completeness of all payments to vendors and consultants, and ensure proper supporting documentation per Panagora's and USAID's procedures.
  • Reconcile bank statements and other financial documents in coordination with home office staff as part of a month-end closing process.
  • Maintain physical and digital files of payment as well as supporting documents.
  • Maintain organized and well-documented financial records for auditing and reporting purposes.
  • Ensure compliance with accounting standards and regulations.
Payroll Management
  • Review payroll company processing of employees' salary, including salary computation, mandatory deductions, taxes and company's monthly social security contributions for accuracy and compliance with local laws and regulations.
  • Keep abreast of changes in tax regulations and ensure compliance.
  • Reconcile monthly employee benefit reports.
  • Keep employee database updated.
  • Track staff vacation and sick leave balances.
  • Maintaining current standing with all mandated tax liabilities and organizational registration.
Administrative Support
  • Serve as the primary administrative point of contact for Panagora project staff
  • Liaise with the Director of Finance & Administration and Panagora staff.
  • Support domestic travel arrangements for Panagora project staff.
  • Establish and maintain hard- and soft-copy project files and keep records in compliance with USAID's regulations and Panagora's procedure.
  • Establish internal administrative and reporting systems, in coordination with the Director of Finance and Administration and Panagora home office, and effectively handle administrative problems and inquiries as appropriate.
  • Other duties as assigned by the Director of Finance and Administration.
Requirements
  • Bachelor's degree in accounting or related field.
  • Two (2) to five (5) years of experience as an F&A assistant, including payroll support.
  • Solid accounting knowledge for the liquidation of payroll in accordance with the Philippines' legislation and labor laws.
  • Knowledge of tax laws.
  • Knowledge of membership procedures and others related to social security.
  • Experience with office and administrative management.
  • Proficient in MS Word, Excel, and Google spreadsheets.
  • USAID experience is an advantage.
  • Excellent oral and written communication skills
  • Fluency in written and spoken English.
  • Open to Filipino nationals only.
