Project Stakeholder Management Officer

MAJOR RESPONSIBILITIES
Organizes and facilitates project roadshows to ensure alignment of CAPEX programs with the programs of key external stakeholders (i.e., DPWH and MMDA). Liaises with permit-issuing agencies to secure no objection on projects, and assists in permit acquisition, as needed. Screens and identifies possible stakeholder-related issues which may hinder the effective implementation of projects. Closely coordinates with internal stakeholders/ project owners on the stakeholder issues/ concerns pertaining to their projects. Analyzes stakeholders’ interest and influence on the outcome of projects, and develops strategies to address stakeholder-related issues identified during project screening and those that would arise at any stage of the project delivery Implements strategies for stakeholder issues resolution, which may include the following methods: Public Consultation Meetings Work Groups Seminars Facility Tours
Ensures complete endorsement to right-of-way (ROW) Unit of all concerns that need legal documentation (i.e., MOA, MOU, and other forms of agreements) or further negotiation on ROW or on land acquisition. Closely coordinates with the ROW Unit regarding updates on documentation and negotiation requirements and regularly notifies all internal stakeholders/ project owners of updates on their outstanding stakeholder issues and concerns. Maintains close coordination with all stakeholders and obtains feedback to ensure the resolution of all issues and acceptance of all involved stakeholders. Builds strong network with all internal and external project stakeholders and ensures all necessary contacts are updated.
Ensures proper documentation of issues/concerns and the corresponding resolution to establish best practices in stakeholder management. Performs other tasks as may be assigned from time to time.
QUALIFICATIONS AND COMPETENCY REQUIREMENTS
EDUCATION AND WORK EXPERIENCE:
Graduate of any Bachelor’s degree, Engineering is a plus With at least two years of relevant work experience Experience in Public Relations is an advantage
KNOWLEDGE, SKILLS, and ABILITIES:
Excellent communication and presentation skills Proficient in MS Office Familiarity with national and local government laws, rules, regulations, and policies related to permitting and clearances. Basic understanding of stakeholder engagement and managing conflicts to achieve project goals Ability to understand and process complex data and information Creative thinker/ innovative Ability to manage multiple tasks and projects Network in LGUs and government agencies is an advantage
