Organizational Setting and Reporting Relationship
The position is assigned to the Procurement Division (PFP) within the Procurement, Portfolio and Financial Management Department (PPFD). PPFD's responsibilities include project-related financial management, consultant recruitment, Executing Agency procurement reviews, project implementation, portfolio management and project performance management. In addition, our teams are involved in several initiatives improving ADB's performance concerning procurement planning, project implementation, procurement oversight and capacity development.

You will report to the Designated International Staff.

Your Role
As an Associate Procurement Officer, you will assist in (i) procurement policy development and knowledge resources; (ii) digital platforms and data analytics; (iii) capacity development; (iv) coordination; (v) communication and engagement; and, (vi) performance and quality assurance. You will work as part of the PFP Policy and Coordination Unit (PCU), which is responsible for procurement policy leadership, promoting coherence, and ensuring effective coordination across procurement activities.

You will
Under the guidance of the Head of Unit, contribute to the following responsibilities:

  • Draft, review, and update procurement policy documents, guidelines, and related materials.
  • Research procurement trends, new practices, and industry developments to inform policy development and improvements.
  • Support partner consultations by preparing materials, coordinating meetings, and consolidating feedback.
  • Maintain and update standard bidding documents, user guides, and other procurement references.
  • Develop practical guidance materials and knowledge resources (e.g., case studies, lessons-learned briefs, good practice notes) to support staff and clients.
  • Provide administrative support for procurement platforms, including user access, troubleshooting, and issue tracking.
  • Maintain and update procurement content on digital platforms.
  • Collect and organize procurement data and help prepare dashboards and reports.
  • Provide logistical and coordination support for procurement training, workshops, seminars, and e-learning modules (e.g., BuildProc).
  • Help organize internal knowledge-sharing events such as brown-bag sessions and technical review meetings.
  • Assist in cross-departmental and interagency engagement by preparing briefing materials, coordinating inputs, and tracking follow-up actions.
  • Draft and format briefing notes, talking points, presentations, and communication materials.
  • Communicate updates and announcements to staff, and contribute to content for social media, newsletters, and internal platforms.
  • Support performance monitoring by compiling data, tracking milestones, and documenting compliance with procurement policies.
  • Perform other tasks and reflected in the your annual work plan.

You Will Need

  • Bachelor's degree in a relevant field (e.g., procurement, law, business administration, economics, public administration, or related disciplines); preferably with advance training.
  • Minimum of 5 years of professional experience in procurement. Experience in multilateral development finance projects, government institutions, or the private sector is preferred.
  • Demonstrated experience in drafting, reviewing, or implementing procurement policies, guidelines, or regulatory frameworks.
  • Exposure to policy analysis, research, or advisory work in procurement or related fields (e.g., project management, public administration, legal/regulatory reform).
  • Experience encouraging productive and respectful workplace relationships with colleagues, government counterparts, and partners in a multicultural environment.
  • Handle concurrent responsibilities with a high degree of urgency.
  • Proficiency in ICT tools (MS Word, Excel, MS Project, PowerPoint).
  • Liaise and work well with staff within own work location and throughout ADB.
  • Constructive team player with demonstrated collaboration skills.
  • Proficiency in expressing ideas in both spoken and written formats in English.

Additional Information
This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
