In the Philippines, WFP's efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP WFP focuses on strengthening government systems at the national, local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities.
The CSP is aligned with national strategies and policies as well as the United Nations Sustainable Development Framework and is guided by three interrelated outcomes:
- By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
- By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
- The Government and partners in the Philippines access WFP services that augment their interventions, upon request.
These strategic objectives are framed within the context of the Philippines being on the verge of becoming and upper-middle income country, while at the same time being one of the world's most disaster-prone countries. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition.
While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur, the overall emphasis of the Country Office lies on systems strengthening (disaster risk management, social protection and food systems) at national, LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP, including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding – linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue, supporting legislative advances in areas such as school meals, anticipatory action and rice fortification.

ORGANIZATIONAL CONTEXT
The Programme Associate (Nutrition) will contribute to these efforts by supporting implementation, coordination, and documentation of nutrition sensitive activities.
The Programme Associate will report directly to the Programme Policy Officer for Nutrition, with additional guidance from the Programme Policy Officer for Social Behaviour Change and Communication, and overall direction from the Head of Programme.
JOB PURPOSE
The Programme Associate (Nutrition) will assist the Programme Policy Officer for Nutrition and relevant programme teams in identifying and implementing nutrition- specific and nutrition-sensitive activities across the strategic objectives, The role involves coordination, documentation, and operational support to ensure delivery of the organization's nutrition portfolio. Priority areas of focus include rice fortification, nutrition in emergencies, school meals, with a growing focus on supporting the Walang Gutom Program.
KEY RESPONSIBILITIES (not all-inclusive nor exhaustive)
The role is instrumental in translating nutrition concepts into practical, accessible learning experiences for vulnerable households, especially those in Geographically Isolate and Disadvantaged Areas, while incorporating strategies for gender and disability inclusion.
In addition, the Nutrition Associate will also provide support in implementing nutrition-specific and nutrition-sensitive activities under the 2024–2028 CSP of WFP. This includes partner coordination and provision of technical assistance, and advocacy for fortified food and social protection systems.
1. Programme Support
- Assist in day-to-day implementation of nutrition-related activities under the CSP
- Assist in monitoring progress of nutrition- sensitive interventions across thematic areas
- Provide support in the implementation of activities under the overall nutrition workplan
2. Policy and technical support
- Support the PPO- Nutritition in compiling policy inputs for government partners especially on rice fortification and nutrition- sensitive social protection
- Assist in tracking policy developments and participate in consultations related to Walang Gutom, PPAN, etc
- Assist in preparing documentation for technical working groups and inter-agency committees, ensuring WFP's nutrition priorities are reflected
3. Coordination, Partnerships, and Stakeholder Engagement
- Provide technical and administrative support with the PPO- Nutrition to various technical working groups and committees – SUN Business Network, Walang Gutom, Rice Fortification, Nutrition in Emergencies, Healthy Diets, etc
- Assist in documenting partnership activities and prepare summaries for reporting
- Provide technical and administrative support to APARO and HQ missions during missions, etc.
4. Capacity Strengthening and Advocacy
- Assist in organizing training sessions, workshops, and learning events on rice fortifications, Home-Grown School Feeding, nutrition in emergencies, SBN
- Help prepare advocacy materials and presentations for internal and external use
- Assist in developing and rolling- out nutrition education modules under Walang Gutom, ensuring alignment with FAO food security framework
5. Field Support and emergency response support
- Conduct site visits, as necessary
- Collect feedback and flag inconsistencies or findings
6. Other duties, as required by the PPO- Nutrition or Head of Programme
MINIMUM QUALIFICATIONS AND EXPERIENCE
Education: Bachelor's degree in Nutrition, Public Health, Community Development, Social Work, or a related field
Experience:
- At least six (6) years of relevant work experience in one or more of the following:
- Program Management
- Module development
- Training facilitation
- Implementation of nutrition education and community-based programs
- Coordination with government agencies and multi-sectoral stakeholders
- Demonstrated capacity in working with or supporting government agencies such as DSWD, DOH, DepEd, and NNC
- Familiarity with national policies and strategies, nutrition frameworks including but not limited to the PPAN, food security frameworks, and nutrition-sensitive programming
- Experience supporting development or humanitarian projects, preferably in nutrition, food security, or public health.
- Ability to assist in identifying and documenting nutrition challenges at the community or subnational level.
- Prior experience working with UN agencies, government institutions, or NGOs is desirable.
Language: Fluency in both oral and written English and Filipino
