Key Responsibilities:

A. Acts as Estimator

  • Canvasses labor and material in Project area;
  • Inventories and updates masterlist of persons owning project-affected structures;
  • Measures and estimates project-affected structures;
  • Secures necessary documents for processing of payment; and
  • Coordinates with other ROW Assistants for site workability and processing of payment.

B. Acts as Negotiator

  • Negotiates with project-affected persons for the acquisition of land and land rights, and for site workability;
  • Researches land documents and liaison with government agencies in the course of duties;
  • Prepares letter offer and delivers the same to project-affected persons;
  • Prepares ROW Negotiation Brief and supporting documents and endorsement to the Legal team for expropriation;
  • Appears in court as witness, as needed; and
  • Coordinates with the Engineering Construction Department (ECD) and other stakeholders.

C. Acts as Processor

  • Collates documents and processes payments; and
  • Endorses documents for paid claims to the one in charge of administrative work.

D. Acts as Administrative Support

  • Facilitates document control for the project team;
  • Liaises within ROWD for work and employee-related claims; and
  • Reviews disbursement vouchers for submission to the Regional ROW Manager or Project Acceptability and ROW Manager.

Qualifications:

  • College graduate, preferably with a degree in Business Administration, Environmental Science, Environmental Technology, Applied Sciences, or other related technical or administrative fields
  • Willing and able to travel and perform fieldwork
  • With strong organizational, documentation, and coordination skills
  • Computer literate, with proficiency in common office applications
  • Excellent communication and technical writing skills
