Its goal is to enable investors to explore and develop commercially viable opportunities to create jobs, develop sustainable social services, optimize supply chains, and foster inclusive economic growth. The specific objective of this activity is to promote social protection and economic empowerment of female workers in the Philippines. It aims to support Pantawid Pamilyang Pilipino Program (4Ps) participants by enhancing access to health services and quality employment.

The program will connect 4Ps graduates to skilled and semi-skilled jobs, using innovative financing like pay-for-performance (P4P) to focus on outcomes and attract private sector investment. Additional initiatives include delivering adolescent health curricula, improving healthcare linkages through integration with job sites, telehealth, and establishing youth engagement programs for mentorship in health and life skills. Primary Duties and ResponsibilitiesThe Health Technical Advisor will oversee the health component of the activity, reporting directly to the CATALYZE Philippines Team Lead.

The position is based in Manila and may require travel within the Philippines. Manage all health-related technical requirements, including project results and deliverables, in line with the work plan. This includes:Supervising health training development and delivery for youth participants and trainers; ensuring access and utilization of healthcare services

Contributing to monitoring and evaluation activities to achieve health indicators

Overseeing business advisory services for health SMEsProviding ad hoc health-related technical assistance to partners

Build and maintain relationships with USAID, government agencies (e.g., Department of Health, PhilHealth), implementing partners, and stakeholders; act as the primary liaison for health-related collaborations. Supervise and mentor relevant staff, delegating responsibilities appropriately. Required QualificationsUnderstanding and commitment to the goals of the 4Ps program.

Progressive experience in international development, especially in health service delivery, with a focus on adolescent and young adult healthcare being a plus. Proven ability to build and maintain relationships with governments, donors, and local organizations. Strong communication skills in English and Filipino, with excellent interpersonal and negotiation abilities.

Experience in recruiting, developing, and managing teams. Experience with programmatic and financial reporting requirements. Preferred QualificationsAdvanced degree (MA, MBA, MD, MPH, Ph. D.) from an accredited institution.
