Key Duties and Responsibilities:

  • Supervise the daily operation of water supply facilities, including deep wells, pump stations and distribution networks.
  • Monitor water production, pressure, and flow to ensure consistent service delivery.
  • Implement preventive and corrective maintenance programs for mechanical and electrical systems.
  • Analyze system performance data to identify inefficiencies, leaks, or pressure issues.
  • Ensures that all water pipe leaks are repaired immediately.
  • Implement operational improvements to reduce Non-Revenue Water (NRW).
  • Ensure compliance with DOH water quality standards.
  • Assist PMD Head in coordinating with contractors, suppliers, and government agencies for permits and project requirements.
  • Enforce safety protocols and ensure proper use of equipment and tools.
  • Prepare and submit accurate and timely operational reports, maintenance logs, and project status updates to management.
  • Maintain an updated database of equipment and maintenance records.
  • Maintain, request, and manage an updated inventory of equipment, fittings, appurtenances, spare parts, tools, and consumables.
  • Supervises Meter Consumption Analysts and prepares proactive action plan to align key programs to expected target
  • Documents and monitors new water service applications to make sure installations are executed within standard.
  • Responds to customer queries and complaints; ensures that customer Service Standards are being met.
  • Perform other related tasks that may be assigned from time to time by the PMD Head or upper Management

Qualifications:

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or related field
  • Licensed or registered engineer (e.g., PE, RCE) is preferred or as required by local regulations
  • 2–5 years of relevant experience in water supply and distribution systems
  • Strong knowledge of water hydraulics, fluid mechanics, and system design
  • Proficient in design and modeling software (e.g., EPANET, WaterGEMS, AutoCAD, Civil 3D)
  • Familiarity with local and international water codes, standards, and regulations
  • Experience in preparing technical reports, specifications, and cost estimates
  • Ability to conduct site inspections and assess system conditions
  • Strong problem-solving, analytical, and project management skills
  • Excellent communication and coordination skills for working with multidisciplinary teams
