Position Description:

The Legal Specialist will be responsible for providing legal guidance and support on matters related to procurement, contracts, and project implementation. The role involves drafting, reviewing, and negotiating contracts and ensuring compliance with applicable laws, regulations, and organizational policies. The Legal Specialist will work closely with project teams to mitigate risks and ensure that all contractual and procurement processes are legally sound and aligned with best practices.

Key Responsibilities:
  • Draft, review, and negotiate contracts, memoranda of agreement, and other legal documents.
  • Provide legal advice on procurement processes, ensuring compliance with applicable laws and regulations.
  • Support the preparation of bidding documents and contract templates.
  • Advise project teams on legal and contractual risks, and recommend mitigation measures.
  • Ensure that all contractual obligations are properly documented and implemented.
  • Monitor changes in relevant laws and regulations that may affect the organization's contractual and procurement practices.
  • Coordinate with external legal counsels or consultants, when necessary.
  • Prepare legal opinions, reports, and other related documentation to support decision-making.
Qualifications:
  • Bachelor's Degree in Law or equivalent course.
  • At least 10 years of demonstrated experience in procurement law, contract drafting, and contract administration.
  • Strong knowledge of public procurement laws, policies, and procedures.
  • Excellent analytical, communication, and negotiation skills.
  • Detail-oriented with strong legal drafting and documentation abilities.
  • Experience in infrastructure or public-private partnership (PPP) projects is an advantage.
