JOB SUMMARY: The GIS and Data Management Specialist is responsible for creating, updating, and maintaining the utility's geographic information system (GIS) database, which includes pipelines, reservoirs, pumping stations, and other water and wastewater assets. The role ensures accurate and up-to-date spatial data to support hydraulic modeling, project planning, and operational decision-making.

FUNCTIONS & KEY DUTIES:

1. GIS Mapping & Data Maintenance

  • Digitize and update the utility's water and wastewater network assets using GIS software.
  • Compile data from as-built drawings, field surveys, and project plans.
  • Maintain database consistency (attributes, layers, connectivity).
  • Produce maps and spatial data required for planning, feasibility studies, and reports.

2. Field Data Integration

  • Coordinate with the Water Network Engineer and field teams to verify asset locations.
  • Process GPS or GNSS field data for incorporation into the GIS database.
  • Conduct basic quality checks and validation of spatial data accuracy.

3. Documentation & Data Management

  • Maintain organized records of GIS datasets, revisions, and data sources.
  • Establish and follow GIS data standards (naming conventions, coordinate systems, symbology).
  • Support the transition from paper-based maps to digital GIS mapping.

4. Coordination & Support

  • Provide mapping support to Hydraulic and Wastewater Planning Engineers.
  • Collaborate with the GIS & Data Analyst (if existing) for integration with dashboards or modeling.
  • Provide maps for management reports, project proposals, and presentations.

5. Other Duties

  • Perform additional tasks that may be assigned by the Project Development Manager related to mapping, field verification, or asset data management.

QUALIFICATION(S):

  • Bachelor's Degree in Geodetic Engineering, Civil Engineering, Geography, or related field.
  • 1–3 years' experience in GIS mapping, preferably in a utility or infrastructure setting.
  • Proficiency in QGIS or other related software.
  • Knowledge in AutoCAD or survey data processing.
  • Basic understanding of water or sewer network layouts (advantage).
