JOB DESCRIPTION
- Site Operations and Engineering Supervision
- Oversee and coordinate daily landfill operations including waste acceptance, spreading, compaction, and soil cover application.
- Ensure waste placement follows the approved filling plan and does not exceed design elevations or slope limits.
- Supervise construction and maintenance of landfill infrastructure such as roads, drainage canals, leachate collection and wastewater treatment facility, and gas venting systems.
- MAIN RESPONSIBILITIES POSITION INFORMATION JOB SUMMARY
- Monitor equipment performance and ensure proper allocation and maintenance of heavy equipment (e.g., bulldozers, compactors, dump trucks, excavators).
- Conduct daily site inspections to ensure adherence to design parameters and safety protocols.
- Implement corrective measures for operational issues such as ponding, slope instability, erosion, or leachate overflow. Environmental Compliance and Monitoring
- Oversee operation and maintenance of leachate collection and wastewater treatment facility and ensure proper disposal.
- Monitor gas venting systems to prevent odor and explosion hazards.
- Ensure compliance with DENR regulations, Environmental Compliance Certificate (ECC) conditions, and permit-to-operate requirements.
- Maintain daily and monthly records on waste volume, environmental monitoring, rainfall, leachate generation, and gas readings.
- Prepare technical and environmental compliance reports for submission to regulatory bodies and management. Construction, Maintenance, and Expansion Planning
- Assist in the design and development of new landfill cells, road networks, and support facilities.
- Supervise site construction works ensuring compliance with engineering drawings, specifications, and quality control standards.
- Inspect and document the installation of liners, embankments, drainage systems, and other civil works.
- Participate in planning and implementing site rehabilitation and closure works.
- Conduct quantity estimates and prepare bill of materials for ongoing and future civil works. Safety and Risk Management
- Develop health and safety protocols and ensure implementation of site safety procedures, traffic management plans, and hazard control measures.
- Conduct toolbox meetings and coordinate with the Safety Officer to enforce occupational health and safety standards.
- Evaluate potential site risks (e.g., slope failure, flooding, fire incidents) and recommend preventive or mitigating actions.
- Develop and implement contingency plans or emergency measures in case of fire, flooding, or hazardous waste spills.
- Respond to emergencies and coordinate incident investigations and corrective actions. Expense and Cost Management
- Monitor and manage daily operational expenses, ensuring proper use of materials, fuel, and consumables.
- Prepare and review budget estimates for site operations, maintenance, and infrastructure works.
- Track and validate fuel consumption, equipment rental hours, and manpower utilization for cost efficiency.
- Evaluate and recommend cost-saving measures while maintaining operational and environmental standards.
- Review and endorse procurement requests, petty cash disbursements, and material requisitions related to site activities.
- Support finance and procurement teams in verifying supplier billings, quotations, and purchase orders.
- Maintain accurate records of expenditures and submit regular cost reports to management. Documentation, Coordination, and Reporting
- Maintain up-to-date technical documentation of the landfill site.
- Coordinate Contractors, regulatory agencies, stakeholders and LGU representatives.
- Prepare and submit daily progress reports, weekly accomplishment reports, and monthly operations summaries.
- Support management in audits, inspections, and stakeholder visits.
- Assist in the preparation of proposals, progress claims, and technical presentations as required.
JOB REQUIREMENTS
- Bachelor's degree in Civil, Sanitary, Environmental Engineering related field.
- PRC License EXPERIENCE REQUIREMENTS
- At least 3 years of experience in landfill operations, waste management, or civil works projects (preferably in solid waste management facilities).
- Proficient in AutoCAD, MS Office, and surveying tools.
- Strong understanding of landfill design principles, slope stability, drainage systems, and soil mechanics.
- Familiar with DENR regulations, RA 9003, and related environmental compliance requirements.
- Strong leadership and project coordination skills.
- Good communication and documentation abilities.
- Analytical, proactive, and capable of decision-making in field conditions.
- Willing to work on-site under varying weather conditions.
- Ability to supervise field personnel and manage multiple work fronts.
