I. Scope of Work

The Procurement and Supply Chain Manager is responsible for managing the end-to-end procurement, logistics, and supply chain operations of the company.

This role ensures the timely, cost-efficient, and quality acquisition of construction materials, tools, equipment, and services necessary for project implementation.

He/she will oversee purchasing strategies, supplier management, logistics coordination, and warehouse collaboration to guarantee a seamless material flow from sourcing to project site delivery.

The position plays a strategic role in cost control, operational efficiency, and supplier performance improvement across all construction sites and departments.

II. Core Functions and Responsibilities

A. Procurement Management

• Develop and implement procurement plans and purchasing strategies aligned with project timelines and budgets.
• Review material requests (PRs) and ensure timely processing of purchase orders (POs).
• Conduct canvassing, supplier accreditation, and bid evaluations to ensure best value for money.
• Negotiate contracts, pricing, and payment terms with suppliers and subcontractors.
• Monitor supplier performance and maintain a database of qualified and accredited vendors.
• Ensure compliance with company procurement policies and ethical standards.

B. Supply Chain and Logistics Coordination

• Coordinate closely with the warehouse, logistics, and project sites to ensure efficient delivery of materials.
• Plan and monitor delivery schedules, transport routes, and inventory levels to avoid project delays.
• Work with the Materials and Logistics Manager in optimizing stock management and distribution.
• Implement cost-saving measures through consolidated procurement and efficient freight management.

C. Strategic Planning and Cost Control

• Analyze market trends, material price fluctuations, and supplier capacities.
• Recommend strategies for bulk purchasing, alternative sourcing, and supplier partnerships.
• Conduct periodic spend analysis and identify cost reduction opportunities.
• Support management in annual budgeting, forecasting, and procurement cost planning.

D. Compliance and Documentation

• Maintain complete, organized, and auditable procurement and logistics documentation.
• Ensure compliance with construction industry standards, safety regulations, and corporate governance.
• Prepare procurement reports, analytics, and dashboards for management review.

E. Team Leadership and Development

• Lead and coach procurement and logistics teams across sites.
• Establish performance goals, KRAs, and evaluation systems for team members.
• Promote collaboration, efficiency, and accountability within the department.

V. Qualifications

• Bachelor's Degree in Civil Engineering, Industrial Engineering, Business Administration, or Supply Chain Management.
• At least 5–7 years of progressive experience in procurement and supply chain management within the construction industry.
• Strong background in materials sourcing, logistics coordination, and supplier management.
• Proficient in MS Office and ERP systems (SAP, Oracle, or similar).
• Excellent negotiation, communication, and leadership skills.
• Must be willing to be assigned in Cebu City and travel to project sites as needed.
