Exciting times for our client in the start-up healthcare shared services space as they strengthen their Supply Chain group.

The Director is responsible for supporting the company's strategic goals and improving business performance in the functional area of supply chain, with overall responsibility for supply chain operations in the Global Capability Center (GCC) in Manila in partnership with the US leadership and GCC leadership. The position will have responsibility for the entire GCC supply chain team's performance and will ensure that the GCC provides the support the organization requires. The GCC Supply Chain Director should have the ability to understand customer needs, strive for customer satisfaction, and have a long-term vision to bring leading practices to the organization. The position governs analytics activities, enables compliance with laws and policies, and promotes adoption of best practices related to procurement and supply chain technology. In addition, the GCC Supply Chain Director oversees externally provided business services and local supply chain activities, assists and advises leadership on critical issues, and coordinates implementation through supply chain staff.

Essential Job Functions

  • Execute the GCC-wide strategy for the supply chain function. Manage procurement of supplies, equipment and services activities to support the operations and lead support for procurement activities for the GCC and perform management of externally provided business services.
  • Supervise and enhance the strategies, plans, and policies supporting the supply chain function.
  • Collaborate with IT and maintain responsibility for supply chain ERP and technology system management and development in order to provide the technology enablers required to support effective procurement operations.
  • Drive continuous improvement in overall service levels through development and tracking of key performance indicators, as well as management of vendor master/data master.
  • Identify leading practices and cost reduction opportunities by streamlining processes and systems (i.e., modification of responsibilities, elimination of nonvalue added processes).
  • Drive alignment between developed policies and procedures, training curricula, performance reporting methodology, and other key enablers to support supply chain's compliance with healthcare and company-specific compliance requirements.
  • Collaborate with relevant stakeholders to drive externally provided business services continuous improvement in overall service levels through development, tracking, and reporting of KPIs
  • Perform periodic assessments of externally provided business services including identifying impact of non-compliance and areas of improvements such as contractual compliance, testing and reporting, and training.
  • Manage escalation and issue management of externally provided business services including realizing root cause analysis and developing action plan.
  • Assist with business continuity and disaster recovery processes, policies, and procedures for externally provided business services.
  • Collaborates with Accounts Payable leadership to identify opportunities for expedited resolution of exceptions / discrepancies in support of timely payment for supplies, equipment, and services; including compliance for vendor reporting and master data.
  • Plan, direct, supervise, and coordinate work activities of subordinates.
  • Monitor and report on performance and take corrective actions as required.
  • Ensure that activities performed meet quality standards.
  • Responsible for budgeting staff and finances for procurement functional tower.
  • Hire, train, evaluate, and supervise staff.
  • Establish and maintain relationships within the GCC and US business units and provide assistance with problems stakeholders may encounter.
  • Act as a key contact to US business units and guide GCC teams to perform transactions processing per agreed service level agreements.
  • Develop and drive organizational effectiveness and support the GCC on all major initiatives.

Qualifications

  • Bachelor's degree in business, supply chain, materials management, operations, health care, or another related area (required)
  • Master's degree in business, supply chain, materials management, operations, health care, or another related area (preferred)
  • Six Sigma certification (preferred)
  • Certification preferred (e.g., CPM Certified Purchasing Manager; CMRP Certified Materials Resource Professional) (preferred)
  • At least 10 years' experience in a management / leadership role overseeing large supply chain teams (required)
  • At least 3 years' experience with responsibility over a supply chain team in an offshore location (required)
  • At least 7 years' experience overseeing supply chain operations for a global organization (required)
  • At least 7 years' experience with ERP systems, specifically in Supply Chain (required)
  • Experience managing teams in a shared service center environment, with proven experience in training, coaching, and developing key resources (required)
  • Health Care Experience preferred, at least 3 years of governance and compliance work with proven experience developing and implementing policies and procedures (preferred)

Skills/Abilities/Knowledge

  • Strong skills in Microsoft Office, Database, BI Tools, and ERP systems, specifically Supply Chain modules (required).
  • Experience with ERP packages (preferred).
  • Workday Software and Reporting tools (preferred)
  • Demonstrated ability to manage stakeholder relationships across diverse geographies/locations and business units.
  • Strong skills in Microsoft Office, Database, BI Tools, and ERP systems, specifically Supply Chain modules.
  • Fundamental knowledge of procurement practices and procedures and healthcare regulatory requirements across multiple spending categories including medical/surgical supplies, purchased services, information technology, and real estate and facilities.
  • Excellent process and query management skills, knowledge of implementing process and continuous improvements with relevant tools (i.e., Lean, Six Sigma certifications) preferred.
  • Strong people skills, including the ability to communicate effectively with diverse constituencies and deliver high quality written and verbal presentations. Astute interpersonal, public relations, and negotiating skills. Excellent interpersonal skills and a dedicated listener.
