Position Title: Liaison Officer
Work Location: Bacolod City, Negros Occidental
Employment Type: Full-time (Resident of Bacolod City preferred)
Date Effective: Once qualified and available
1. Purpose of the Role
The Liaison Officer is responsible for representing Silver Dragon Group of Companies in dealing with government offices, private institutions, and business partners in relation to the processing, securing, renewal, and follow-up of various company permits, licenses, land title documents, and other regulatory requirements. This role ensures the smooth flow of legal and administrative transactions necessary for the company's operations across construction, mining, real estate, and hospitality businesses.
2. Scope of the Role
This role covers all company transactions within Bacolod City and nearby municipalities in Negros Occidental and may extend to other project sites as required. It involves direct coordination with national and local government agencies such as:
- Department of Environment and Natural Resources (DENR)
- Department of Public Works and Highways (DPWH)
- Department of Labor and Employment (DOLE)
- Bureau of Internal Revenue (BIR)
- City/Municipal Assessor's and Treasurer's Offices
- Land Registration Authority (LRA)
- Register of Deeds
- Department of Trade and Industry (DTI)
- Local Barangays and Municipal Halls
3. Key Responsibilities
A. Government and Regulatory Liaison
- Process, secure, and renew business permits, licenses, and clearances for all Silver Dragon business units (Construction, Mining, Real Estate, and Hotel).
- Handle transactions and documentation related to land titles, property tax declarations, land surveys, and transfer of ownership.
- Liaise with various LGUs and national agencies for regulatory compliance and project-related requirements.
- Facilitate permit applications and follow-ups for quarry and mining operations (ECC, MGB permits, etc.).
- Coordinate with the legal department and HR for submission of required government reports and filings.
B. Documentation and Record Management
- Maintain an organized filing system of all government permits, land documents, and correspondence.
- Prepare summaries and status reports of all pending and completed transactions.
- Ensure that all official receipts, clearances, and government documents are properly filed and turned over to Accounting or HR for safekeeping.
C. Administrative and Logistical Support
- Conduct fieldwork and errands necessary for the completion of tasks.
- Ensure timely delivery and pickup of official documents, checks, and communications.
- Assist departments in coordinating with government offices for inspections, certifications, or compliance matters.
- Provide regular updates to management on progress, issues, and delays encountered during processing.
4. Qualifications
Education:
- Graduate of any Bachelor's Degree course (preferably in Business Administration, Public Administration, or related field).
- College level or vocational graduate with relevant experience may also be considered.
Experience:
- Minimum of 2–3 years of experience as a Liaison Officer or similar role handling government-related transactions.
- Experience in construction, real estate, or property development industry is an advantage.
Skills and Competencies:
- Strong interpersonal and communication skills.
- Good knowledge of local government processes and documentation.
- Familiarity with real estate and land title procedures.
- Excellent organization, time management, and attention to detail.
- Ability to work independently with minimal supervision.
- Must be trustworthy, with a valid driver's license (motorcycle or 4-wheel vehicle preferred).
Other Requirements:
- Must be a resident of Bacolod City or nearby areas.
- Willing to travel to different project sites or government offices within Negros Occidental when needed.
5. Key Performance Indicators (KPIs)
- Timeliness of permit renewals and document processing.
- Accuracy and completeness of filed records.
- Compliance with legal and government deadlines.
- Responsiveness and reliability in inter-department coordination.
- Cost efficiency in processing transactions.
6. Working Conditions
- Primarily field-based with reporting duties to the Bacolod Corporate Office.
- Requires flexibility in work hours depending on agency operating schedules and deadlines.
- May be required to use a company motorcycle or vehicle for official errands.
