I. BASIC PURPOSE / JOB BRIEF:The Senior Manager - Procurement is responsible for leading all aspects of Procurement and Strategic Planning in managing the cross functional business units.II. MAJOR RESPONSIBILITIES AND DUTIES:Provides inputs to direct reports on the objectives, goals, strategies, and measures of procurement operations and category management

Ensures compliance to government regulation, company guidelines, and purchasing policies and procedures to mitigate risk in accordance to business ethics

Isolates supply risks and mitigates (transfer, eliminate, reduce) it to ensure business and supply continuity

Spearheads quality management system in procurement to ensure operational and financial control, and introduces process improvements

Manages and implements the source to procure processes related to procurement operations and category management

Aligns with business units on their needs including but not limited to OPEX, CAPEX or other projects and promotes more supply chain involvement on their requirements for external purchases

Keeps abreast on the current market trends and dynamic and possesses a clear grasp of the supply environment

Streamlines the vendor pool and introduces new suppliers to address business requirements

Ensures efficient management of sourcing requests from business units

Authorizes the team to source, negotiate and recommend the most competitive and compliant vendor and secure the approval of the business units through bid tabulation

Evaluates and approves the recommendation for awarding of bid tabulations, purchase orders, and contracts within the corporate approval matrix policy

Facilitates item creation through the team

Reviews contracts and supply agreements for the Division head's approval

Guarantees that requested product and services are delivered on time, complete, within specifications, sufficient, correct and complete documentation

Provides input in supplier corrective and preventive actions and supplier evaluation

Evaluates and approves sourcing strategies, spend analysis, category management, risk management, and supply continuity and healthy supplier base

Monitors Individual and Departmental KPI (e.g. cost, savings, safety, efficiency, projects and code of business conducts)Ensures clarity around priorities and goals for the entire functional area

Interacts with senior management for reporting, coordinating, and discussing both internal and external parties to ensuring that they follow the division's process

Resolves issues, disputes, escalations, of critical purchases and complex procurement processes, from sourcing, negotiations to purchase order / contract / delivery execution

Provides assistance to internal and external customers by interpreting laws, policy, codes, and regulations pertaining to purchasing process

Communicates with the division head the changes in the procure to pay process for streamlining, and ensures the team's compliance

Takes responsibility for any commodity and services assigned as deemed fit by the ManagementPerforms other duties and responsibilities that may be assigned by the ManagementIII. JOB SPECIFICATIONS:Educational Requirement:Bachelor's Degree in any degree program, preferably in EngineeringMaster's Degree in Business Administration is preferred

Procurement or supply chain certifications

Experience Requirement:At least 10 years' experience in Procurement/Supply Chain with management functions

Technical Skills:Proficient in Microsoft Office SuiteProficient in Business Unit/Division Needs Analysis, Category Management, Sourcing Strategy and Development, Procurement Process Management, Supplier Evaluation and Selection, Negotiation Types, Process and Principles, Contract Implementation, Supplier ManagementProficient in Procurement Systems and operational and strategic and category management sourcing

Other Qualifications:Ability to interpret relevant information when presented with ambiguous and complex tasks

Ability to assess risks and manage complicated task

Ability to stay optimistic even when there is a setback, respectfully handle difficult individuals, and make sound decisions when faced with uncertainties
