PROJECT DESCRIPTION
The World Wide Fund for Nature (WWF) is implementing the No Plastic in Nature initiative–a global approach to address plastic pollution which aims to stop the flow of plastics entering the open environment by the year 2030. Under this initiative, a project called Plastic Smart Cities is implemented in four South East Asian countries which include the Philippines. The project intends to achieve 30% reduction of plastic waste leakage from city generated waste into oceans in 2025. The project is aligned with the PSC framework which covers the declaration of intent, baseline assessment, city action plan, implementation, and monitoring and evaluation.
In the Province of Palawan, WWF-Philippines started to implement in 2022 a Project called "A Plastic Free Ocean (APFO)" in three island barangays of Taytay. Through this project, WWF-Philippines will leverage its previous plastic programs to support three island barangays in the said municipality in establishing a barangay waste management system/ mechanism that is participatory and value-driven. It seeks to strengthen local policies and regulations founded on a holistic representation of perceptions in the community, which empowers youth to participate in solid waste management through innovation and enables livelihood opportunities for women and the informal waste sector. Throughout the project, WWF-Philippines seeks to develop and present two to three island barangays as a model that can be implemented and scaled across other island barangays in the municipality and the national network of the WWF No Plastic in Nature Initiative. The proposed activities will involve various sectors such as public schools, fisherfolk, women's groups and other sectors in the community. Also, the project will collaborate with the Municipal Tourism Office (MTO) that will promote responsible tourism on island barangays.
In 2022, the project conducted a comprehensive baseline study, to inform the project activities of the project, using the methodologies Waste Analysis and Characterization Study (WACS). With the upcoming completion of the APFO Project in the Municipality of Taytay, Palawan a Project Endline Assessment must be conducted to determine the impact of the project interventions in the three barangays with regards to the reduction of plastic waste management.
WWF seeks to engage a consultant (hereinafter "the Evaluator") to conduct an endline WACS with a narrative report for the APFO project conducted from in the Municipality of Taytay, Palawan.
OBJECTIVES
The primary goal of this engagement is to conduct an endline assessment to leverage primary and secondary data on the solid waste management system, with specific emphasis on the Project's priority barangays as identified by WWF Philippines.
This assessment will analyze both primary and secondary data related to the solid waste management systems in the three island barangays, comparing the findings to the baseline study completed in 2022. The methodologies employed will include the Waste Analysis and Characterization Study (WACS) tool.
SPECIFIC DUTIES AND RESPONSIBILITIES
A. Inception/Kickoff Meeting. In coordination with WWF Philippines, the Evaluator shall present the comprehensive evaluation plan outlining objectives, methodologies, timelines, and resources required for the endline assessment.
B. Data Gathering and Review. In coordination with WWF Philippines, the Evaluator will gather and review the following information and data in line with the conduct of the endline assessment.
• Latest Solid Waste Management Plan of the three Island Barangays
• WACS Report for the three Island Barangays, conducted for this Project.
• Project Reports (Monthly accomplishment reports and Technical Project Reports)
• Project Proposal/Concept Paper
• Other primary and secondary data necessary to carry out the WACS.
C. Assessment of Solid Waste Management System. Similar to the baseline assessment, The Evaluator will assess the performance and characteristics of the current solid waste management system in the three island barangays using the Waste Analysis and Characterization Study (WACS) of the National Solid Waste Management Commission (NSWMC).
D. Waste Analysis and Characterization Study (WACS). The Evaluator will conduct WACS in the project priority barangays to determine the amount and composition of solid waste generated at source and disposed of at the end of pipe. The methodology for the conduct of WACS will generally adhere to the established guidelines outlined in the manuals for the conduct of WACS.
SCOPE OF WORK
The endline assessment is expected to be completed within a maximum of 2 months, with approximately 1 month allocated for preparation and fieldwork, and 1 month for analysis,
consultation, and reporting. During the preparatory phase, the Evaluator must secure all necessary permits, including access to disposal facilities and any other relevant authorizations.
