Job Description

This role is more than just QA/QC — it is designed as an all-in-one safeguard for the company's construction projects. The QA/QC Engineer will enforce strict compliance with client and industry standards, validate subcontractor progress and billings, coordinate with clients, consultants, and subcontractors to prevent penalties and disputes, and act as a trusted representative of the company. This is a critical hybrid position blending technical rigor, analytical skill, and professional character.

Key Responsibilities

Quality Assurance & Control

• Inspect, review, and verify all materials, testing results, and certifications before acceptance.
• Ensure strict compliance with ISO, ASTM, ACI, DPWH, and client-specific standards.
• Conduct systematic site inspections and internal audits.
• Issue NCRs and track corrective/preventive actions until resolution.
• Serve as the first line of defense against client penalties.

Progress & Billing Oversight

• Validate subcontractor progress billings vs. actual site accomplishments.
• Cross-check accomplishments against approved drawings, BOQ, and contracts.
• Ensure variation orders and change requests are justified and well-documented.
• Monitor project progress vs. schedule; raise early warnings for slippages.
• Coordinate with QS and accounting for accurate and timely billing submissions.

Client & Compliance Coordination

• Serve as the company's compliance liaison with the client/consultant.
• Provide advance notice of deliveries, laboratory tests, and inspections.
• Submit QA/QC certifications and reports timely and transparently.
• Proactively advise client and subcontractors on compliance requirements.
• Build confidence with clients through clear, professional communication.

Documentation & Reporting

• Maintain detailed QA/QC reports, inspection forms, and billing validation sheets.
• Consolidate compliance dossiers for client handover and internal records.
• Prepare final turnover packages with QA/QC certifications and validated billing.
• Use digital tools/software (Primavera, MS Project, ERP/Odoo) for monitoring.

Team Support & System Development

• Provide training and mentorship to site engineers in QA/QC and billing validation.
• Develop standardized checklists, templates, and reporting tools for company-wide use.
• Promote a culture of compliance, accountability, and foresight in all projects.

Qualifications

• Licensed Civil Engineer (preferred).
• At least 5 years experience in QA/QC roles with exposure to progress validation and billing.
• Strong technical background in construction standards and compliance systems.
• Skilled in documentation, contract interpretation, and reporting tools.
• Familiarity with project management software (Primavera, MS Project, Odoo/ERP) is a plus.
