Position Overview:

The People Operations Manager oversees the execution of operational HR functions including recruitment, total rewards, payroll, and timekeeping. This role ensures accuracy, compliance, and timeliness of all employee-related transactions and processes while providing leadership to recruitment, compensation, and payroll teams. The position is accountable for delivering efficient HR operations that support business continuity and employee satisfaction.

Duties and Responsibilities:

Leadership & Oversight

  • Provide direction and coaching to Talent and Rewards Supervisor, Recruitment Specialists, Compensation & Benefits Specialists, and HR Associates.
  • Ensure all HR operational processes are accurate, compliant with labor laws, and delivered on time.
  • Monitor staff KPIs and ensure on-track compliance with individual and functional targets.

Talent Acquisition

  • Approves recruitment plans and validates manpower requisitions before job posting.
  • Monitors recruiters' sourcing pipelines and provides direction to ensure qualified candidates are presented within SLA.
  • Reviews candidate shortlists, interview results, and final recommendations before endorsement to hiring managers.
  • Tracks recruitment metrics (time-to-fill, offer acceptance rate, quality-of-hire) and ensures alignment with KPIs.
  • Personally, participates in interviews for critical, leadership, or sensitive roles.
  • Ensures smooth transition of new hires to onboarding and coordinates with People & Culture for orientation/training.

Total Rewards / Compensation & Benefits

  • Reviews and approves monthly payroll summaries, ensuring accuracy before submission to Finance.
  • Oversees government remittances (SSS, PhilHealth, Pag-IBIG, BIR) to ensure timeliness and compliance.
  • Monitors the enrollment, renewal, and claims of employee benefits (HMO, insurance, allowances, incentives).
  • Provides management with salary benchmarking and advises on pay structure or benefits adjustments when needed.
  • Reviews exceptions, adjustments, and escalations raised by the CompenBen Specialist before finalization.

Payroll & Timekeeping (with HR Associates)

  • Ensures daily monitoring of attendance, absences, and leave requests are properly validated.
  • Approves overtime and payroll adjustments after verification from HR Associates.
  • Ensures payroll cut-off schedules are strictly followed and error-free processing is achieved.
  • Reviews reports on tardiness, absenteeism, and leave balances for trends and policy compliance.
  • Implements process controls to prevent errors or fraud in payroll and timekeeping.

Compliance, Reporting & Process Improvements

  • Consolidates and submits monthly/quarterly reports on recruitment progress, payroll accuracy, benefits utilization, and timekeeping compliance.
  • Monitors and ensures all supervised staff are on track with their KPIs (e.g., recruitment cycle time, payroll error rate, benefit processing time).
  • Identifies and resolves process gaps; initiates continuous improvement projects such as system upgrades or automation.
  • Acts as a point of escalation for operational issues raised by staff or employees.

Collaboration & Alignment

  • Partners with the People & Culture Manager on workforce planning, onboarding alignment, and employee cases requiring payroll or benefits impact.
  • Provides operations data to support performance reviews, engagement planning, and ER cases.
  • Ensures consistent application of HR policies across all operational functions.

Other Tasks:

  • Perform other duties and responsibilities that may be assigned by the HR Leaders or Management as needed in support of departmental and organizational goals.

Qualifications

  • Bachelor's degree in Human Resources, Psychology, Business Administration, or related field (Master's preferred).
  • At least 5-7 years of progressive HR experience, with solid exposure to L&D, Performance Management, Engagement, and Employee Relations.
  • Minimum 2 years of supervisory or managerial experience.
  • Strong understanding of labor laws, disciplinary processes, and HR best practices.
  • Excellent leadership, communication, and analytical skills.
  • Proven ability to manage multiple projects with accuracy and timeliness.
  • Proficiency in payroll systems (e.g., Sprout) and MS Excel.
  • Proficiency in G Suite and communication apps (e.g., Telegram, Viber).
