Safety Officer III

COPPLER TECHNOLOGY AND ADVISORY CORP. is in need of SAFETY OFFICER III

Job Description:

The Safety Officer III is responsible for implementing, monitoring, and improving health and safety policies and procedures on telecommunications construction sites (e.g., tower erection, fiber optics, BTS installation).

Key Responsibilities:

Site Safety Oversight:

• Monitor daily construction activities (tower works, excavation, cable laying, etc.) for HSE compliance.
• Conduct daily site inspections and ensure use of PPE and safety equipment.
• Verify safety compliance of subcontractors and third-party vendors.

HSE Compliance:

• Ensure compliance with national and local safety regulations (e.g., DOLE, OSHA, ISO
• Prepare and maintain site-specific risk assessments, JSAs, and method statements.
• Enforce lockout/tagout, working at heights, confined space entry, and other critical procedures.

Training & Orientation:

• Conduct toolbox talks, safety inductions, and emergency drills.
• Mentor Safety Officers I & II and provide continuous HSE education.

Incident Management:

• Investigate near-misses, accidents, and unsafe practices.
• Submit incident reports and recommend corrective/preventive actions.

Documentation & Reporting:

• Maintain HSE logs, inspection reports, and compliance documentation.
• Submit weekly and monthly safety performance reports to management.

Qualifications:

• Bachelor's degree in Engineering, Safety Management, or related field.
• BOSH (DOLE-accredited), COSH, First Aid/CPR; additional telco-related safety training preferred.
• Minimum of 2 years in HSE role

Knowledge:

• Familiar with tower erection, fiber optic cable laying, BTS installation safety.
• Strong understanding of local and international HSE regulations.
• Familiar with risk assessment tools, safety audits, and emergency response planning.
