This position performs work requiring advanced knowledge which is predominantly intellectual in character and which routinely exercises discretion and judgment. The advanced knowledge is in a field of science or learning and gained through a prolonged course of specialized intellectual instruction, experience, and expertise acquired in the field.

The purpose of this position is to provide intermediate technical knowledge, and perform the work listed. This role has the responsibility to promote Fluor's competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence. This position supports the Area Lead or Lead on assigned projects and evaluates, selects, and applies standard engineering techniques to a small set of moderately difficult assignments.

• Assist the Lead in employing cost competitive engineering techniques to develop the most cost-effective total project solution for execution of the discipline engineering work,

• Develop and review project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects

• Establish, track, and monitor material key quantities; provide analysis and forecasts

• Develop and review specifications, including design criteria

• Incorporate health, safety, and environmental factors in design

• Develop and update job execution plans

• Develop and build external Relations with client representatives, vendors, and subcontractors and interface closely with other discipline functions promoting Client Service Excellence

• Participate in activities associated with equipment and material procurement, permitting, and subcontracting

• Review and approve vendor lists, prepare quotation requests/bid tabulations/purchase orders and review substitutions for technical acceptability

• Perform and check calculations, specify equipment, and solve problems of moderate engineering complexity

• Establish and lead the squad check effort for vendor equipment documentation for assigned equipment

• Review vendor equipment documentation within the discipline and from other disciplines for compliance with project requirements, and actively seek discrepancy resolution

• Prepare/review scopes of work for third party contracts

• Support proposal and estimate activities

• Identify deviations in job scope, estimate magnitude of changes and initiate trends or change orders

• Deliver quality work, and adhere to the Operating System Requirements(OSR)

• Execute project work in accordance with approved Activity Plans

• Adhere to industry codes and standards as well as department practices and procedures

• Contribute to and promote the use of Fluor's knowledge management portals and communities

• Participate in Fluor University as necessary to follow the curricula as outlined in the Functional Development Frameworks

• Participate in people development through mentoring, development of training material, and performance appraisal input and counseling

• Engage Fluor's global community, promoting a OneFluor mindset

• Supportthe Functional Process Lead and Department Manager on initiatives

• May promote company branding by active participation in external technical organizations and present technical papers or presentations through Fluor's P4 process

• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines

• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines

• Plan and organize own work assignments, as well as carry out tasks from management staff

• Knowledge and implementation of Global UNISON Data Standards and Reference Software Systems for Project Execution

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in engineering field of study and three (3) years* of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in
order to comply with local requirements

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

• Job related technical knowledge necessary to complete the job

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner

• Professional registration (preferred)

• Advanced knowledge of discipline codes and standards, commercial availability and cost of materials

• Practical field experience

• Intermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programs

Civil/Structural/Architectural/Building Systems

• Perform calculations for foundations, concrete, and steel structures by hand and computer analysis

• Intermediate knowledge of:
o Hydrologic analysis and hydraulic design, geotechnical engineering and investigations, boundary and topographical surveying (civil)
o Performing hand and computer calculations for foundations, concrete, and steel structures (structural)

• Wind and seismic loading in structural calculations (structural)

• Computer modeling and analysis (structural)

• Procurement and construction aspects of engineering

• Vendor drawing review, intergroup review – squad checking

• Engineering and fabricator drawing checking

• Basic knowledge of:
o Analyzing complex structures
o Dynamic analysis and design (structural)

• Blast design (structural)

Communications and Security

• Apply basic skills and experience to develop small size project's integrated telecommunication systems and physical security systems design and specifications; use skills and experience to develop and review project Scope of Services and Scope of Facilities for all phases of projects
from Front End Engineering Development (FEED)to detailed design to Factory Acceptance Testing (FAT) and Integrated Site Acceptance Testing (ISAT)

• Perform system studies(e.g., Radio Frequency (RF) and/or Wireless Local Area Network (WLAN) and/or Public Address (PA) coverage, Closed Circuit Television (CCTV) data traffic analyses and distributed storage, and network bandwidth allocations calculations)

• Develop telecommunication system/equipment specifications(e.g., RF/WLAN, telephony, Outside Cable System (OCS), Structured Cabling Systems (SCS), weather monitoring)

• Develop telecommunication equipment location philosophy and guidelines based upon project area classifications and design documents

• Evaluate safety in design and perform/review calculations (such as RF and/or WLAN and/or PA coverage, CCTV data traffic analyses and distributed storage, network bandwidth allocations) and acquire basic knowledge to evaluate and comment on telecommunication system schematics and wiring diagrams

• Certifications from Registered Communications Distribution Designer(RCDD), The International Association for Radio, Telecommunications and Electromagnetics (iNARTE) or Telecommunications Industry Association (TIA) or similar organizations

• Certifications from major manufacturers such as CISCO, Motorola, and others; Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP), Cisco Certified Internetwork Expert (CCIE), or similar

Control Systems

• Perform control systems sizing calculations for control valves, relief valves, flow elements, thermowells and other instrumentation

• Create instrument index, datasheets and generate reports in Hexagon Smart Instrumentation database

• Develop control systems narrative specifications

• Acquire basic knowledge to develop control systems, cause and effect diagrams, or logic diagrams as required by project

• Develop control systems estimates and report on control systems progress

• Develop specifications and design of Distributed Control Systems (DCS), Programmable Logic Controller (PLC) and Safety Instrumented Systems(SIS) hardware and software applications and implementation in software configuration

• Intermediate knowledge of:
o Specifying instrumentation
o Control systems procurement activities
o Piping and Instrumentation Diagram (P&ID) representation; ability to recognize/report problems associated with control systems representation on P&ID

• Basic knowledge to develop control strategies and represent on P&ID

Electrical

• Acquire basic understanding of power systems

• Develop area classifications and design documents

• Develop electrical design documents

• Perform electrical calculations such as short circuit, relay coordination, voltage drop, cable de-rating and cable pulling tension
