Job Purpose
The Civil Inspector for Bridges, Roads, and Highways is responsible for monitoring and inspecting construction, rehabilitation, and maintenance works to ensure compliance with approved design plans, technical specifications, and applicable Philippine standards, particularly those of the Department of Public Works and Highways (DPWH). The position exists to safeguard the quality, safety, and durability of public and private infrastructure projects while ensuring adherence to timelines, budgets, and contractual obligations. The role also supports the Project Management Team in enforcing construction quality assurance, safety practices, and environmental protection measures at all stages of the project lifecycle.
Job Description
Duties and Responsibilities
The Civil Inspector shall perform the following key functions:
Inspection and Quality Control
Conduct regular on-site inspections of bridges, roads, and highway works to ensure compliance with approved drawings, specifications, and DPWH standards.
- Monitor the quality of workmanship, materials, and construction methodologies employed by contractors.
 - Conduct field testing and verification of construction materials, such as concrete, asphalt, aggregates, reinforcing steel, and structural elements.
 Issue Non-Conformance Reports (NCRs) and recommend corrective actions when deviations from plans and specifications are observed.
Project Monitoring and Documentation
Prepare and submit daily, weekly, and monthly inspection reports documenting work progress, issues encountered, and corrective measures taken.
- Verify contractors' progress accomplishments and quantities for billing and project monitoring purposes.
 Assist in the preparation of punch lists, final inspection activities, and turnover documentation for completed projects.
Coordination and Compliance
Coordinate with Project Engineers, Consultants, and Contractors to resolve site issues, construction conflicts, and technical discrepancies.
- Ensure strict compliance with occupational health and safety standards, environmental regulations, and traffic management guidelines during construction works.
 Support the implementation of the project's Quality Assurance/Quality Control (QA/QC) plan.
Technical Support
Review shop drawings, method statements, and material submittals as required by the Project Engineer.
- Provide technical feedback and recommendations to enhance construction quality, efficiency, and safety.
 - Assist in risk assessments, hazard identification, and mitigation measures for site activities.
 
Qualifications
- Bachelor's Degree in Civil Engineering.
 - Preferably a licensed Civil Engineer in the Philippines.
 - Minimum of 2–5 years relevant experience in road, bridge, or highway construction and inspection.
 - Knowledgeable in DPWH standards, local government codes, and quality assurance procedures.
 - Proficient in project documentation, report preparation, and technical inspections.
 - Strong interpersonal and communication skills for coordination with multiple stakeholders.
 - Physically fit to perform fieldwork under varying site conditions.
 - Willingness to stay in company-provided staff housing at the project location in SLEX-TR4 (Batangas, Laguna and Quezon) participate in fieldwork as needed.
 
Working Conditions
- Primarily field-based work with regular site inspections under outdoor and construction conditions.
 - May require extended working hours, weekends, and holidays depending on project schedules and deadlines.
 - Travel to project sites within the Philippines may be required.
