Change Management and Training Officer

Key Responsibilities

Change Management

  • Develop and implement change management plans for system implementations, enhancements, and upgrades.
  • Conduct change impact and readiness assessments to identify potential risks and required mitigation measures.
  • Coordinate change-related activities with internal project teams and government stakeholders.
  • Prepare and distribute official change communications such as advisories, implementation notices, and user guidance materials.
  • Monitor and assess change effectiveness and user adoption following implementation.

Training and User Enablement

  • Plan, organize, and coordinate end-user training programs for IT systems and platforms.
  • Develop and maintain training materials, including user manuals, guides, presentations, and reference documents.
  • Conduct or support training sessions, workshops, and system orientations for users and administrators.
  • Provide post-training support and gather feedback to improve training effectiveness.

Documentation and Reporting

  • Maintain accurate records of change and training activities, including attendance, materials, and reports.
  • Ensure documentation complies with project requirements and government standards.
  • Participate in post-implementation reviews and document lessons learned.

Qualifications

  • Bachelor's degree in Information Technology, Education, Business Administration, Management, or a related field.
  • At least 3–5 years of experience in change management, training, IT project support, or related roles.
  • Experience supporting government or e-Government IT projects is preferred.
  • Working knowledge of IT system implementation and the system development life cycle (SDLC).
  • Strong communication, facilitation, and presentation skills.
  • Ability to work effectively with technical teams and non-technical stakeholders.
  • Strong organizational and documentation skills.

Preferred Skills

  • Experience working with Philippine government agencies or government-regulated projects
  • Training facilitation or instructional design experience
  • Familiarity with Agile, Waterfall, or hybrid project methodologies
  • Knowledge of data privacy, IT governance, and compliance requirements
  • Proficiency in standard office productivity and presentation tools
