Change Management and Training Officer

Key Responsibilities
Change Management
- Develop and implement change management plans for system implementations, enhancements, and upgrades.
- Conduct change impact and readiness assessments to identify potential risks and required mitigation measures.
- Coordinate change-related activities with internal project teams and government stakeholders.
- Prepare and distribute official change communications such as advisories, implementation notices, and user guidance materials.
- Monitor and assess change effectiveness and user adoption following implementation.
Training and User Enablement
- Plan, organize, and coordinate end-user training programs for IT systems and platforms.
- Develop and maintain training materials, including user manuals, guides, presentations, and reference documents.
- Conduct or support training sessions, workshops, and system orientations for users and administrators.
- Provide post-training support and gather feedback to improve training effectiveness.
Documentation and Reporting
- Maintain accurate records of change and training activities, including attendance, materials, and reports.
- Ensure documentation complies with project requirements and government standards.
- Participate in post-implementation reviews and document lessons learned.
Qualifications
- Bachelor's degree in Information Technology, Education, Business Administration, Management, or a related field.
- At least 3–5 years of experience in change management, training, IT project support, or related roles.
- Experience supporting government or e-Government IT projects is preferred.
- Working knowledge of IT system implementation and the system development life cycle (SDLC).
- Strong communication, facilitation, and presentation skills.
- Ability to work effectively with technical teams and non-technical stakeholders.
- Strong organizational and documentation skills.
Preferred Skills
- Experience working with Philippine government agencies or government-regulated projects
- Training facilitation or instructional design experience
- Familiarity with Agile, Waterfall, or hybrid project methodologies
- Knowledge of data privacy, IT governance, and compliance requirements
- Proficiency in standard office productivity and presentation tools
