About the Role

The
Project-in-Charge (PIC)
oversees the
end-to-end construction and installation activities at project sites
, especially when a dedicated Project Manager is not assigned onsite. The PIC ensures timely, safe, and quality delivery of works under the remote supervision of the Project Manager and the COD Head.

Key Responsibilities

  • Oversee
    site construction management
    and ensure compliance with project plans, Method Statements, and QCAPP.
  • Attend
    pre-mobilization inspections
    with Design and Safety teams; submit punch lists when needed.
  • Prepare and submit
    Material Requisition Slips (MRS)
    and coordinate with Procurement regarding tools, materials, and services.
  • Assist in preparing
    Bill of Quantities (BOQ)
    for Civil Works Subcontractor procurement.
  • Ensure the
    safety and security
    of delivered and installed equipment and materials.
  • Conduct
    regular site inspections
    , monitor daily activities, and report non-conformances.
  • Provide
    project updates, concerns, and accomplishment reports
    to the Immediate Manager and COD Head.
  • Recommend solutions to address delays and prepare
    time extension requests
    when necessary.
  • Prepare and endorse
    progress billing
    and variation order reports.
  • Attend and coordinate
    project meetings
    throughout construction and post-construction phases.
  • Maintain and submit:
  • Daily logs
  • Weekly accomplishment reports
  • PMCom and KPI reports
  • Sketch or draft
    shop drawing details
    based on actual site conditions.
  • For NSP projects: coordinate
    test packages, OIM, Testing & Commissioning documentation
    , and manage third-party T&C requirements.
  • Address
    punch lists
    and supervise
    demobilization
    activities.
  • Lead rectification works, testing & commissioning, and preparation of startup/testing certificates.
  • Conduct
    client inspections
    and secure sign-off for handover.
  • Support O&M teams during warranty periods for equipment troubleshooting.
  • Supervise
    Project/Site Engineers and NSP personnel
    .
  • Perform other tasks as assigned.

Qualifications

  • Graduate of
    BS Civil Engineering (SP)
    , or
    BS Mechanical/Electrical Engineering (NSP)
  • With
    PRC License
    (Required)
  • With
    1–3 years of experience
    as Project Engineer or Project-in-Charge
  • Good scholastic record
  • Proficient in
    MS Word, Excel, PowerPoint
  • Knowledgeable in
    Project Planning & Management
    ,
    2D/3D CADD
    , and
    SketchUp
    (an advantage)
  • Strong
    leadership, organizational, analytical, and critical-thinking skills
  • Excellent
    verbal and written communication
    skills

  • Excess Materials & Tools Pull-Out Form
  • Site memos, time extension letters
  • Handover Inspection Certificate, COC, structural warranty
  • Incident reports (when applicable)
