Job Title: Assistant Village Manager (Engineering)

Position Summary

The Assistant Village Manager (Engineering) serves as a senior management and technical leader responsible for planning, directing, and coordinating the Village's engineering, infrastructure, and capital improvement functions. This position supports the Village Manager in administrative leadership while providing professional engineering oversight of public works projects, utilities, transportation systems, and development review. The role combines executive management, engineering expertise, and policy implementation.

Essential Duties and Responsibilities
  • Assist the Village Manager in the overall administration and operation of municipal government.
  • Plan, direct, and oversee engineering and public infrastructure functions, including:

  • Streets, sidewalks, and transportation systems

  • Water, wastewater, and stormwater utilities
  • Public facilities and capital assets
  • Manage the Village's Capital Improvement Program (CIP), including project planning, budgeting, scheduling, and delivery.
  • Serve as the Village's primary professional engineer or engineering administrator, ensuring compliance with federal, state, and local regulations.
  • Oversee engineering design, construction, inspection, and contract administration for public projects.
  • Review and approve engineering plans, specifications, cost estimates, and change orders.
  • Coordinate with developers, consultants, contractors, and regulatory agencies on public and private development projects.
  • Provide engineering and technical guidance to Village boards, commissions, and the Village Council.
  • Participate in budget preparation, long-range financial planning, and grant applications related to infrastructure.
  • Supervise and evaluate engineering, public works, and technical staff as assigned.
  • Assist with policy development, ordinance preparation, and implementation of strategic initiatives.
  • Respond to citizen concerns related to infrastructure, construction, and engineering services.
  • Serve as acting Village Manager in the absence of the Village Manager, as assigned.
  • Perform related duties as required.
Knowledge, Skills, and Abilities
  • Thorough knowledge of municipal engineering principles, public infrastructure systems, and capital project management.
  • Strong understanding of local government operations, budgeting, and public administration.
  • Ability to interpret and apply engineering standards, codes, and regulations.
  • Proficiency in project management, contract administration, and consultant oversight.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to prepare and present technical and non-technical reports to elected officials and the public.
  • Skill in problem-solving, negotiation, and conflict resolution.
Education and Experience
  • Bachelor's degree in Civil Engineering or a related engineering field required.
  • Master's degree in Public Administration, Engineering, or related field preferred.
  • Minimum of 3-5 years of progressively responsible experience in municipal engineering or public works, including supervisory or management experience.
  • Experience working in a municipal or local government environment strongly preferred.
Licenses and Certifications
  • Registration as a Professional Engineer (PE) in the state of employment, or ability to obtain within a specified timeframe.
  • Valid driver's license.
Working Conditions
  • Work is performed primarily in an office environment with frequent field inspections of construction sites.
  • Occasional evening meetings and emergency response may be required.
  • Exposure to outdoor weather conditions and construction environments.
